JOB SUMMARY
Serves as both the technical project manager and the lead business analyst for complex, enterprise information technology initiatives. Independently plans, drives and monitors project execution from initiation through implementation and benefits realization, while personally performing the business analysis work — eliciting requirements from business stakeholders, mapping current-state (1as-is7) workflows, defining the desired future-state (2to-be7) process, and authoring the technical Business Requirements Documents (BRDs) from which IT and vendor teams build. This is a combined role: the incumbent is accountable for both project delivery and requirements quality, and is expected to translate fluently in both directions between business operations and technical implementation teams. The position is also responsible for identifying and fulfilling opportunities for process improvement, managing expectations, resolving issues and mitigating risks.
SALARY RANGE: $108,274.40-$136,344 annually

JOB SPECIFIC COMPETENCIES
Knowledge of, and skilled in the application of, project management methodologies, techniques and tools.

Knowledge of Agile, Waterfall and hybrid delivery approaches, and of when each is appropriately applied.
Knowledge of enterprise application implementations delivered by third-party vendors, including commercial off-the-shelf (COTS) and Software-as-a-Service (SaaS) solutions.
Skilled in communicating technical information to non-technical users.

Skilled in developing, reviewing and editing documentation.
Skilled in soliciting known and latent requirements from stakeholders.
Skilled in authoring technical Business Requirements Documents (BRDs), functional and non-functional requirements specifications, use cases and user stories.

Skilled in querying and analyzing data (e.g., SQL, reporting tools) to validate business rules and support requirements analysis.
Skilled in planning and leading user acceptance testing (UAT), including test scenario development, defect triage and readiness recommendations.
Skill with listening, interpersonal, written and oral communication, applied across all levels of personnel, both internally and with external stakeholders.
Ability to manage personal daily activities and complex projects for self and others ensuring accurate and timely delivery of all project related tasks; includes the ability to matrix-manage project resources.
