Who We Are

The Project Management Analyst 3 provides advanced analytical, financial, and procurement support for the Navy Integrated Training Environment (NITE). This role ensures the effective management of contractual, financial, and operational data, oversees procurement processes, and supports mission execution by coordinating resources, budgets, and materials across multiple stakeholders.

What You Will Do

  • Implements and manages policies and procedures pertaining to the management of the contracts' financial data, tools, metrics, and procedures associated with tracking, analysis, and reporting of financial and contractual information.
  • Ensures subcontracting financial data is captured in a timely manner for expeditious incorporation and reporting. Oversees the payment of all direct operational costs for the NITE and ensures vendors are paid in a timely manner. Interfaces with cost center supervisors, subcontractors, and government as required to ensure coordination of requirements, services, and tasking.
  • Provides procurement management to meet applicable plans and directives to support mission needs. Oversees all Maximo and Costpoint procurement processes from "cradle-to-grave".
  • Provides technical direction to obtain Government approval on all items above the set limit is obtained prior to award and obligation of funding.
  • Work with Business Manager, Procurement Manager, and Logistics Manager to develop the Navy Integrated Training Environment (NITE) budget support in accordance with the work breakdown structure to increase efficiency and effectiveness of resources.
  • Oversees coordination of materials is required to support range missions to minimize impacts on training. Ensures personnel are informed of budget status to minimize impact on training requirements, support operations and minimize overtime.
  • Ensures economy of operation by improvement of work methods and procedures.
    Uses the IEMS (Maximo) to manage assigned activities and resources.
  • Establishes and maintain constructive interpersonal relationships with Contract and Government personnel.
  • Ensure employees conduct themselves in a proper and professional manner at all times and adhere to applicable Government and company regulations.


What You Must Have

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Candidate must have management and supervisory experience.
  • Candidate must have experience in logistics and procurement.
  • Candidate must have experience working within the government supply systems and government property
  • Candidate must have experience utilizing information management systems / electronic enterprise management tools.
  • Candidate must have experience in supply/logistics/procurement procedures.
  • Candidate must have experience in military or commercial procurement area.
  • Candidate must have a valid drivers license.
  • Candidate must be able to obtain and maintain an active Secret Clearance.

  • Competence in Maximo preferred.


Physical Requirements

Minimal mobility, dexterity, or coordination required to operate common business machines. Maximum lifting required is approximately 40 pounds from floor to three feet in height.
