Position Title:Project Lead

Location: Riverdale, MD 20737Role SummaryThe Project Lead serves as the designated Key Personnel responsible for the overall management, coordination, and quality of all Operations & Maintenance (O&M) services for the USDA Electronic Warehouse and Commodity Management Data (eWCMD) application. This role functions as the primary interface between the Contractor and USDA, ensuring stable application operations, timely issue resolution, compliance with USDA policies, and delivery of all contract-required reports, documentation, and operational updates.
Roles and Responsibilities- Serve as the primary point of contact between the Contractor and USDA for all eWCMD O&M activities.
- Plan, coordinate, and oversee daily operational tasks, incident management, break/fix support, and functional maintenance.
- Manage Contractor personnel, resources, and workflows to ensure uninterrupted O&M performance.
- Monitor system performance, risks, and issues; ensure timely corrective actions and communication with Government stakeholders.
- Oversee delivery of all required reports, documentation updates, and operational releases.
- Ensure compliance with USDA security, suitability, and Rules of Behavior requirements.
- Support audits, evidence collection, and documentation updates related to compliance and oversight.
- Maintain alignment with USDA change-control processes, ServiceNow development standards, and O&M scope boundaries.
Professional Experience Requirements- Experience managing operations and maintenance (O&M) efforts for production applications or systems.
- Experience supporting Federal government programs or regulatory environments.
- Demonstrated ability to coordinate technical and non-technical stakeholders.
- Experience with service delivery oversight, reporting, and issue management.
- Familiarity with ServiceNow-based platforms, scoped applications, version control, and deployment pipelines.
- Experience with incident resolution, break/fix support, workflow optimization, and functional configuration updates.
Educational Qualifications- Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or related field.
- Master's degree preferred but not required.
Certifications- ITIL Foundation (Service Management)
- ServiceNow System Administrator (CSA) or equivalent
- Project Management Professional (PMP) or Agile/Scrum Master
- Security+ or equivalent baseline cybersecurity certification (aligns with FISMA/NIST compliance environment)
Compensation: $45.00 - $55.00 per hour
