  1. Scope

To provide the Ennis Polynt Employees with descriptions of the tasks and responsibilities while performing the specific job that will comply with Company policies, rules, requirements. This job description is to serve as a basic guideline of the expectations of the job, it is not to be considered limited to these functions.

  1. Summary

The Project Engineer has responsibility as a technical resource for managing and directing manufacturing site projects with accountability for the safety, health, and environmental performance, cost, quality, reliability, capital utilization, and communications for the Operations group. He/she is responsibility for developing, maintaining, and executing operations projects which support the business objects of the company.

  1. Responsibilities
  • Perform preliminary engineering to identify critical project requirements, develop

alternatives, conduct cost/benefit analysis to prioritize options, anticipate issues,

bottlenecks, and roadblocks.
  • Perform detailed engineering to develop project design/scope/package that meets

requirements, including budget, schedule, and performance.
  • Project packages shall support operability, maintainability, constructability, safety

and permit reviews.
  • Understand and use applicable design standards and codes.
  • Identify and resolve technical issues and problems that arise during the project.
  • Work with plant and maintenance personnel to scope out and implement capital

projects.
  • Lead, manage, coordinate contract personnel as required during the construction

phase of a project.
  • Manage multiple capital projects to ensure costs remain within budget and projects

are completed on schedule.
  • Develop commissioning and start-up procedures as needed for capital Projects.
  • Provide documentation for all engineering and process design including equipment

and piping drawings, specifications, calculations.
  • Routinely monitor costs vs. budget, project completion timelines and ensure that assignable causes for variances are documented and communicated. Develop intervention plans as appropriate.
  • Support a coordinated approach to contractor management that includes both

maintenance and capital work.
  • Support start-up activities including calibration, commissioning, PSSR, procedures

training.
  • Actively pursue potential utility cost savings opportunities.
  • Participate, support PHAs audits, activities as needed.
  • Participate, support PSM audits, activities as needed.
  • Understand regulatory & permit requirements, and work with EHS personnel to

obtain required documents in a timely basis by providing necessary information.
  • Ensure that environmental compliance and waste minimization are issues that are

addressed on Capital Projects.
  • Support all aspects of Process Safety Management.
  • Lead, and originate the MOC process, ensure is followed for all capital projects.
  • Support in incident investigations as appropriate.
  • Ensure the projects adhere to company Quality standards and regulations.
  • Effectively communicate with Manufacturing, Maintenance, EHS, and Corporate personnel.
  • Communicate issues of immediate concern to management.
