Performs engineering design evaluations and works to complete projects within budget and scheduling restraints. Reviews industry policies and procedures to ensure data accuracy, security, and regulatory compliance. Reviews reports of production, malfunction, and maintenance to determine or address problems. Provides technical support for the engineering process. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. TASKS AND RESPONSIBILITIES
• Participates in Invitation to Tender (ITT) development, bid evaluation and contractor selection
• Participates in identification & sourcing long lead equipment, assuring Front End Engineering Design (FEED) contractor support until equipment is assigned to the contractor
• Coordinates development of EMCAPS (***Mobil Capital Project Management System) Gate 3 deliverables
• Coordinates development of Functional Interaction Plan
• Coordinates project issues resolution process
• Coordinates change requests & endorses change authorization
• Responsible for the completion of the assigned work scope consistent with the Project Objectives
• Engages Project Team and functional resources to verify that the design & construction is consistent with project specifications & standards
• Serves as interface between Project Team & Contractor
• Ensures smooth transitions between project stages
• Leads Project Management Team (PMT) in applying Project Management Systems
SKILLS AND QUALIFICATIONS
• BS or MS degree in engineering field
• Experience in multiple assignments in engineering, construction, and project management and controls activities

Project Phase Focus: Pre-FID Execution Planning (Deepwater)
Position Overview
We are seeking a proactive Project Engineer III to support early-stage development of FPSO, SURF, and Offshore Pipeline projects. This role is responsible for developing conceptual schedules and execution scenarios that enable the project team to evaluate options, identify risks and opportunities, and optimize overall project outcomes and timelines.
This position supports multiple early-stage projects concurrently and works closely with cross-functional teams including SURF, FPSO, Contracting, and Execution as well as interfaces with Central Project Management cost and schedule representatives.
Success in this role depends on the ability to challenge assumptions, develop independent perspectives, and influence project direction. Requires strong critical thinking and initiative, with the ability to operate effectively with incomplete information and clearly document and communicate assumptions.
Key Responsibilities
1. Project Development & Execution Planning
• Support early-stage development of FPSO, SURF, and offshore pipeline projects by translating technical scope into practical, executable strategies and sequencing plans
• Develop conceptual project schedules aligned with alternative contracting and execution approaches
• Evaluate key schedule drivers, interfaces, constraints, and high-level risks during pre-FID phases
• Act as a central coordination point across contracting, engineering, procurement, construction, and offshore execution teams to ensure alignment on execution strategy
• Support multiple concurrent pre-FID projects, prioritizing efforts based on project maturity and decision needs
• Ensure planning deliverables meet stage-gate and FID requirements
2. Planning Integration & Contractor Evaluation
• Own the development and maintenance of the Owner's integrated schedule perspective, consolidating contractor schedules, internal assumptions, historical performance, and execution strategy into a cohesive view
• Review contractor and vendor schedules for completeness, constructability, feasibility, and alignment with the Owner's execution strategy
• Critically assess schedules for logic, interfaces, critical path, risks, and compliance with contractual requirements
• Identify gaps, inconsistencies, and risks between contractor plans and the Owner's expected execution approach, and drive alignment
• Support contracting and bid evaluation activities from an execution and schedule perspective
• Incorporate lessons learned, internal benchmarks, and prior project data to validate and challenge contractor inputs and assumptions
3. Scenario Development & Schedule Optimization
• Independently develop and assess multiple execution and schedule scenarios
• Analyze trade-offs related to sequencing, phasing, contracting strategies, and integration approaches
• Identify opportunities to optimize project duration, reduce risk, and improve execution efficiency
• Clearly communicate scenario assumptions, key drivers, trade-offs, and risks to stakeholders
4. Collaboration & Stakeholder Engagement
• Work closely with the cross-functional teams, including:
o SURF and FPSO leads
o Contracting and Commercial teams
o Technical subject matter experts (SMEs)
• Interface with the Cost & Schedule Engineering function to ensure alignment on methodologies, assumptions, and pre-FID deliverables
5. Knowledge Integration & Continuous Improvement
• Leverage historical project data, benchmarks, and lessons learned to inform planning and execution strategies
• Engage SMEs and established company contacts to validate assumptions
• Contribute to the development and improvement of early-stage planning tools, templates, and best practices
6. Documentation & FID Deliverables
• Develop clear documentation of schedule basis, assumptions, exclusions, and uncertainties
• Ensure deliverables meet internal governance and FID documentation standards
• Support preparation of planning narratives and review materials for management and investment decision processes
Required Qualifications
• 7-12+ years of experience in project engineering, project execution, or project controls within offshore oil and gas developments (FPSO and/or SURF required)
• Experience supporting early-stage project development (Concept Select, Pre-FEED, FEED)
• Experience collaborating with or supporting planning/scheduling functions (Primavera P6 or similar preferred, but not the primary focus)
