Responsibilities
Noblis ESI is seeking a
Project Engineer II with a background in project management to support our client on-site in Chantilly, VA.
Job Responsibilities- Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects.
- Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.
- Assist the PM/COTR in program management planning, cost, schedule, and performance monitoring and reporting; program synchronization; generating requests for information responses; cross-program coordination.
- Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support.
- Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers.
Required Qualifications
- Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
- US Citizenship is required.
- Bachelor's degree and 3 years OR Master's degree and 1 year OR Associate's degree and 6 years OR High School/GED Diploma and 9 years.
- Experience in project management and acquisition, with emphasis on government acquisition within DoD or IC settings.
- Familiarity with project management, monitoring developer cost, schedule, and performance, as well as program office processes, techniques, and documentation.
- Travel 10% of the time.
Desired Qualifications
- A degree in Business, Science, Technology, Engineering, or Mathematics is preferred.
- Familiarity with the NRO's and DoD's national and tactical space architectures.
- Familiarity with different contracting types; e.g.: competition, sole source, IDIQ/TOs, Other Transactions, and Broad Agency Announcements).
- Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools.
- Certified in one or more of the following: INCOSE (or DAWIA equivalent), Agile, Project Management.
- Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.
- Ability to problem solve in a rapidly changing environment and interface with the customer daily.
- Track and respond to office tasking, build, and present program briefings, and update project schedules and calendar.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $90,700.00 - USD $141,775.00 /Yr.
