Full Job Description
Location: On-site at Luke Air Force Base, Glendale, Arizona

Type: Full-time, direct hire with VLinc Corporation

Anticipated start: Late September 2026

Status: Contingent upon contract award

About the work

The 56th Civil Engineer Squadron at Luke AFB executes a steady portfolio of facility sustainment, restoration, and construction projects in support of the Air Force's largest F-35 training wing. VLinc is hiring one engineer to embed full-time with the squadron's Project Management element, working the execution side of the facility lifecycle from validated requirement through construction closeout. A significant share of this role is Title II construction management, so you should like being on a job site as much as behind a desk.

What you'll do
  • Support management of facility projects on the owner's side: scope, schedule, budget, and coordination from design kickoff through closeout
  • Track project status and prepare clear, current reporting for squadron leadership
  • Perform Title II construction management: site inspections, quality assurance surveillance, daily documentation, and support to submittal and RFI review
  • Coordinate among construction contractors, squadron shops, base agencies, and mission partners to keep projects moving and disruptions manageable
  • Support punch list development, red-zone reviews, and turnover of completed work

What you'll need
  • Bachelor's degree in civil, mechanical, electrical, or architectural engineering, construction management, or a closely related field
  • Experience managing or inspecting facility construction projects; owner's representative or Title II experience is directly applicable
  • Working knowledge of construction documentation: schedules, submittals, RFIs, daily reports, and QA records
  • The communication skills to deliver unwelcome project news early and clearly
  • Ability to obtain and maintain installation access, including a favorable background check

Nice to have
  • Prior support to an Air Force civil engineer squadron, USACE, NAVFAC, or comparable owner organization
  • CCM, PMP, or PE/EIT credential
  • Familiarity with UFC criteria, UFGS specifications, and government construction contract administration
