Full Job Description
Job Title: Project Engineer (Civil/Structural Engineer)

Work Location: Anchorage, AK (JBER)

Salary: Based on experience and will be discussed with manager in interview

REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen

Duties/Responsibilities:
  • Serves as technical expert and advisor for control of civil and structural systems and related steel and welding features for federal construction projects.
  • Performs advisory, consulting and review duties involving civil / structural systems problems or non-compliance.
  • Review contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity.
  • Participates in all phases of the contract modification process. Assists in preparation of scopes of work for RFP's, assists in preparation of government estimates, assists with review of contractor's proposals, and prepares contract modification documentation.
  • Will assist with steel and welding inspections, quality assurance, contract administration and providing technical expertise.
  • Documents reviews and analyzes contractor plans and technical submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings. Provides comments.
  • Prepares correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs) and other technical issues
  • Prepares both partial and final payment estimates including the measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items.
  • Demonstrated steel and steel connection experience.
  • Experience in weld design and compliance review in reviewing plans, submittals, RFIs and field inspections.
  • Non-destructive inspection (NDI) experience.
  • AISC certification.
  • Monitors and documents scheduled progress of all construction activities and phases of construction and advises the Resident Engineer, COR, and project team of potential slippage or delay.
  • Participates and executes RFI and Submittal reviews, including coordination with the designers, RE, and technical experts and executes responses to the contractor.
  • Review and provide technical assistance with HEMP Shielding, Radio Frequency (RF) Shield and ICD 705 construction requirements. Document review and interface with Designer of Record for technical changes or questions.
  • Logs and maintains data as necessary to assist with project management and decision making.


Education/Experience:
  • Bachelor's Degree in Engineering, preferably in Civil or Structural Engineering
  • Current Professional Engineer license within the State of Alaska
  • Minimum of 10 years' experience as structural engineer on large complex multimillion dollar federal construction projects, preferably USACE and/or Department of Defense
  • Non-destructive inspection (NDI) experience.
  • AISC certification.
  • Experience with Radio Frequency (RF) Shield and ICD 705 construction requirements.
  • Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements preferred.
