Responsibilities

Noblis ESI is seeking an experienced Project Engineer - Acquisition Lead with a national space enterprise and ground systems acquisition background to support our client on-site in Chantilly, VA.

Job Responsibilities:
  • Serve as acquisition support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects.
  • Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities.
  • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions.
  • Will support Agile-based program management.
  • Support the PM in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices.
  • Serve as technical expert in their assigned area.
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners, and other DoD/IC customers.

Required Qualifications

  • Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
  • US Citizenship is required.
  • Bachelor's degree and 10 years of experience OR Master's degree and 8 years of experience OR Associates degree and 13 years OR High School diploma and 16 years of experience.
  • Experience leading acquisition projects, from acquisition strategy definition through contract award and execution, with emphasis on Government acquisition in DoD or IC environments.
  • Minimum of 10 years of acquisition management experience, including team leadership.
  • Background/knowledge in National space and ground systems.
  • Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.
  • Familiarity with different contract types (e.g., competition, sole source, IDIQ/TOs, Other Transactions, or Broad Agency Announcements).
  • Ability to facilitate commonality within the enterprise by acquiring a multi-INT, multi-sensor, and multi-nodal processing capability.
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily.
  • Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars.

Desired Qualifications

  • Familiarity with NRO and DoD national and tactical space architectures.
  • Knowledge of electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture.
  • Working knowledge of SAFe Agile or similar Agile processes, and experience with JIRA and Confluence tools.
  • Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE.
  • Ability to travel.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $146,200.00 - USD $228,400.00 /Yr.
