Responsibilities

**This is part of a proposal effort and is contingent on contract award

Noblis is hiring two Project Control Analysts. This will be a full-time role located onsite at a Government facility in the National Capital Region (NCR).

The Analyst shall provide the following support:
  • Planning, analyzing, and managing financial resources to ensure mission success and compliance with government regulations.
  • Develop budgets, track expenditures, perform financial forecasting, and provide data-driven insights to support strategic decision-making.
  • Work closely with program managers and stakeholders to align funding with operations priorities, ensuring accountability, and support reporting requirements within a highly secure and regulated environment.
  • Develop and maintain project plans, schedules, budgets, and resource plans to support successful project execution.
  • Define project scope, objectives, milestones, and deliverables in collaboration with stakeholders.
  • Monitor project performance, schedules, costs, and progress to ensure projects are completed on time and within budget.
  • Identify project risks, issues, and schedule impacts, and develop mitigation and recovery plans.
  • Track project metrics and prepare status reports for leadership, customers, and project teams.
  • Coordinate with cross-functional teams to ensure project activities are aligned and resources are effectively utilized.
  • Support change management activities, including evaluating impacts to project scope, schedule, and budget.
  • Apply project management tools, processes, and best practices to improve project performance and execution.
  • Lead projects or technical initiatives with minimal supervision, exercising sound judgment and decision-making.
  • Build and maintain effective working relationships with customers, stakeholders, and project teams.
  • Provide guidance and technical expertise to support project goals and organizational objectives.
  • Contribute to the development and improvement of project management processes, procedures, and standards.

Required Qualifications

  • Bachelor's degree and 5 years of experience. In lieu of a degree will also consider an Associates & 8 years of experience, or HS & 11 years of experience.
  • Experience with the PPBE process.
  • Experience supporting budget build with Government officers.
  • Experience consolidating spend plans for Government review.
  • Experience reconciling Acquisition Lifecycle Management/Request for Contract Action with Funding (ALM/RCAF) requests for merit and authenticity.
  • Experience monitoring spending and informing an organization budget information.
  • Experience preparing reports and estimating future financial needs.
  • Experience defending budget recommendations with data and evidence-based analyses.
  • Must be a US Citizen with a Top Secret Clearance & SCI eligibility.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $90,700.00 - USD $141,775.00 /Yr.
