Responsibilities

  • Collaborate with Vendor Services, finance, legal, and DOH stakeholders to transition IT-related contracts.
  • Identify and assess supply chain risks and implement mitigation strategies.
  • Manage supplier performance and ensure high-quality contract deliverables.
  • Develop and oversee project plans for procurement and sourcing activities.
  • Participate in executive-level meetings and perform supervisory responsibilities as required.

Full Job Description
Duties Description Under the general direction of the Deputy Commissioner for Technology or designee, the Strategic Sourcing Director will lead the development and execution of IT strategic sourcing strategies for the ITS dedicated team. The Sourcing Director will be responsible for understanding the IT supplier landscape, with a focus on Health IT and DOH-specific needs. This role involves market analysis, supplier evaluation, RFP management, contract negotiation, and stakeholder collaboration to align IT procurement with organizational objectives. The Director will also focus on risk management, performance monitoring, and the implementation of innovative sourcing solutions, requiring a strong understanding of the IT supply market, government procurement, and team leadership.
Specific duties include, but are not limited to, the following:
• Develop and maintain detailed understanding of supplier landscape and existing state procurement vehicles, including ITS Enterprise agreements.
• Document and execute sourcing strategies aligned with DOH and the ITS dedicated team's business objectives.
• Lead the process of identifying, evaluating, and selecting qualified suppliers for the DOH dedicated team.
• Represent Dedicated team and the needs of DOH during the development of ITS Enterprise contracts and service offerings.
• Work with ITS Vendor Services Management, finance, legal, and appropriate DOH stakeholders to transition IT-related contracts to ITS, as appropriate.

Minimum Qualifications Minimum Qualifications:

A minimum of eight years progressive experience in Information Technology (IT) development, delivery, or management, including two years of supervisory experience or one year of managerial experience. 3-5 years of experience should be in a role that focused on IT procurement, sourcing, or vendor management.

The following degrees may substitute for the general experience as indicated:
• Associate's degree and seven years of experience
• Associate's degree including 15 semester credit hours in computer science and six years of experience
• Bachelor's degree and six years of experience
• Bachelor's degree including 15 semester credit hours in computer science and five years of experience
• Master's degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience
