ICF is seeking a Project Director with R&D experience to support science and engineering innovation programs at the National Science Foundation (NSF). The Project Director is responsible for overseeing all phases of large, complex projects or programs from inception to completion. This role ensures strategic alignment, manages client relationships, leads cross-functional teams, and drives project execution to meet quality, timeline, and budgetary goals. The Project Director serves as the key point of contact for senior stakeholders and ensures delivery excellence.
LocationThis role is hybrid in Alexandria, VA.
Key Responsibilities- Oversee the overall success of the contracted program support services.
- Develop and align contractor personnel to meet NSF's requirements as outlined in the scope of work and technical requirements.
- Ensure quality and timely delivery of tasks and deliverables as specified in the scope of work.
- Serve as the primary point of contact for the client.
- Manage the day-to-day execution of the call order, coordinating with multiple federal staff and programs.
- Maintain technical and financial reports, overseeing contractor personnel to ensure work is completed as outlined in the call order.
- Ensure contractor personnel are adequately trained and understand the R&D and NSF environment.
Required Qualifications/Skills- BS/BA degree or equivalent education and/or experience.
- Minimum of 15 years of management experience, including at least 7 years in an R&D organization.
- Ability to obtain a Public Trust clearance.
- Project management certification.
Desired Qualifications- Master's or PHD degree in equivalent education
- Proficiency with Microsoft Office tools.
- Strong project management, contracting, budget management, and strategic skills.
- Proficiency in budget management, including identifying financial risks and forecasting.
- Experience in contract management, including hiring and managing personnel.
Professional Skills- Excellent communication skills, with the ability to maintain effective communication channels and engagement with federal staff.
- Strong multitasking abilities, comfortable working in a fast-paced environment.
Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$119,323.00 - $202,850.00
