Duties Description The New York State Education Department's (NYSED) Adult Career and Continuing Educations Services-Vocational Rehabilitation (ACCES-VR) program is seeking a candidate for a Project Director for the New York Equitable Transition Model (NYETM) Demonstration Project in Albany. The (NYETM) Demonstration Project is a collaboration between the New York State Department of Labor (NYSDOL), the NYS Office of Mental Health (OMH), and New York State Education Department (NYSED) to provide employment and related services to youth and young adults with disabilities (Y&YAD), ages 16-24, and their families. Outreach, education, and advocacy will be led by NY ETM-funded staff embedded within the local workforce development system. The incumbent will ensure that Y&YAD and their families from multiply marginalized populations (e.g., low income, homeless, justice involved, foster-care, or out-of-school) are connected to vocational rehabilitation and adult education services. Duties of this position include, but are not limited to, the following:
• Oversee ACCES's vocational rehabilitation and adult education participation in the NY ETM Project in four local workforce development areas (Capital District, Hempstead/Long Beach, Monroe, and Columbia/Greene).
• Work in partnership with NY ETM Youth Access Coordinators (YAC's) to ensure that Y&YAD and their families participating in the NY ETM project are connected to the appropriate ACCES-VR District Offices and adult education-funded programs.
• Serve as a member of the NY ETM Core Group and NY ETM Leadership Team.
• Provide project updates to the ACCES leadership team including the Deputy Commissioner, Assistant Commissioner, Adult Education Director, and other NYSED staff as needed.
• Engage in discussions around policy development and change to support sustainability of the NY ETM model.
• Share information and best practice outcomes from the NY ETM Project with other departments within NYSED.
• Develop, execute, and maintain a multi-year project plan related to ACCES goals for the NY ETM project.
• Track progress towards accomplishing goals, outcomes, and long-term sustainability of the NY ETM project within ACCES.
• Develop and maintain processes for collecting data associated with ACCES's role in the NY ETM project.
• Create and submit any NYSDOL-required NY ETM reports.
• Travel to ACCES-VR District Offices and adult education-funded programs to oversee NY ETM activities.
• Participate in national in-person and virtual meetings convened by USDOL ODEP related to the ETM project.

Minimum Qualifications Ten years' experience managing grant programs, tracking progress on projects, and providing leadership in emerging and new programs. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level.

*Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Preferred Qualifications:
• Experience with developing data collection tools, managing data integrity, and data analysis.
• Strong communications skills and ability to develop and maintain relationships across a diversity of constituents.

The preferred candidate is a highly qualified individual with:
• Over ten years of progressive responsibility, including supervisory experience.
• A Bachelor's in a field related to management, such as Business or Public Administration, or a degree in Education, Special Education, or a related field; or a Master's in Rehabilitation Counseling.
• Experience managing grant programs, tracking progress on projects, and providing leadership in emerging and new programs.
• Experience with developing data collection tools, managing data integrity, and data analysis.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position will require 30% in-state travel.

This position leads to a maximum salary of $145,039 based on annual performance advances.
