This position is scheduled as hybrid, local to Anchorage, AK

Position Summary:
The Project Cost Control Specialist job family, ensures project budgets are effectively managed through cost tracking, expense forecasting, and financial data analysis. These roles are crucial for identifying any financial inconsistencies and providing recommendations to maintain budget alignment.

Position Responsibilities:

PROJECT COST CONTROL SPECIALIST I

Under closer supervision, supports schedulers and estimators in gathering basic project data for cost control purposes.

Aid respective managers in ensuring proper cost coding for project tasks.

Compile data for bi-weekly financial reports under supervision, focusing on accurate data entry and initial analysis.

Help with the basic updates and maintenance of data collection tools and cost management systems.

Begin to familiarize themselves with the project management systems used for cost control and reporting.

Provide general administrative support to senior cost control staff as needed.

PROJECT COST CONTROL SPECIALIST II

Under general supervision, independently assist schedulers and estimators with more complex data collection and ensure data accuracy for cost control purposes.

Work with managers to ensure proper cost coding and monitor budget allocations.

Compile and prepare data for bi-weekly cost and financial reports, ensuring accuracy and consistency with project financial tracking.

Help analyze project performance and assist in cost forecasting by tracking expenditures and reviewing budget variances.

Take an active role in updating and improving data collection tools and cost management systems.

Collaborate with project managers and other departments to ensure that cost control processes are followed, and financial objectives are met.

PROJECT COST CONTROL SPECIALIST III

Under limited supervision, oversee and ensure the accuracy of data collection for large projects, working closely with estimators, schedulers, business analysts, grants, finance and respective managers.

Independently ensure the accuracy of cost coding across various projects, monitoring budget and expenditure alignment.

Lead the compilation and preparation of reoccurring financial reports, identifying trends, variances, and potential financial risks.

Conduct in-depth financial forecasting, variance analysis, and make recommendations for corrective actions when necessary.

Take the lead on developing, updating, and optimizing data collection tools and cost management systems for greater efficiency.

Provide mentorship and guidance to junior and mid-level specialists, helping them with their responsibilities and ensuring adherence to best practices in cost control.

PROJECT COST CONTROL SPECIALIST IV

Under limited supervision, oversee cost control functions for the portfolio of projects within the division, ensuring financial goals are met.

Take the lead in developing detailed project budgets, setting cost codes, and ensuring accurate financial tracking across all projects.

Lead the preparation of financial reports, offering high-level analysis and strategic advice to senior management, project managers, and stakeholders.

Oversee comprehensive cost forecasting, analyze long-term financial trends, and address any potential financial risks or budget issues.

Spearhead the development and continuous improvement of cost management systems and data collection tools, ensuring alignment with industry best practices and organizational needs.

Lead and mentor the entire cost control team, setting clear goals, providing training, and ensuring the team is aligned with the division's objectives and strategies.

KNOWLEDGE, SKILLS, ABILITIES:

Understands Earned Value Management concepts and their application.

Understands the project life cycle and role of project controls in project management.

Proficiency with databases and Microsoft Office Suite.

Understands cost management, quantity tracking and forecasting.

Excellent written and oral communication skills.

Analytical and mathematical skills, quick thinking, and a solid understanding of the basic principles of respective field: engineering, construction, architecture, capital and/or grant projects.

Bachelor's degree in project management, construction management, engineering business administration, accounting/finance, or related field. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

PROJECT COST CONTROL SPECIALIST I

Non-supervisory - One (1) year project cost reporting/scheduling experience on engineering and/or construction projects and programs.

PROJECT COST CONTROL SPECIALIST II

Non-supervisory - Three (3) years project cost reporting/scheduling experience on engineering and/or construction projects and programs.

PROJECT COST CONTROL SPECIALIST III

Non-supervisory - Six (6) years project cost reporting/scheduling experience on engineering and/or construction projects and programs.

PROJECT COST CONTROL SPECIALIST IV

Non-supervisory - Nine (9) years project cost reporting/scheduling experience on engineering and/or construction projects and programs.

PREFERRED EXPERIENCE QUALIFICATION - All

Experience in cold-region construction. Scheduling and/or estimating experience is a bonus.
