Job Description

The Manager, Project Controls reports to the General Manager, Commercial Services and leads global project controls, cost engineering, forecasting, and commercial reporting across all operating business units (Canada, Indonesia, Mongolia, and Mexico). The role is responsible for maximizing project performance and profitability through effective contract management, cost and schedule control, performance monitoring, forecasting, and reporting.

The incumbent provides leadership and direction to project controls personnel in both field and office environments, ensuring alignment with business objectives. Key responsibilities include developing and maintaining project baselines and execution plans, overseeing contract administration, analyzing project performance, identifying variances, and recommending corrective actions to support successful project delivery.

Responsibilities

  • Ensure that all functions are carried out in compliance with company and national health, safety and environmental guidelines, policies, procedures and legislations as applicable to each business unit
  • Actively promote the recognition in subordinate staff that safety of personnel is of the higher priority and cannot be compromised
  • Select, train and develop suitable candidates within the project controls discipline across applicable business units
  • Interface with and establish clear responsibilities between Project Controllers, Superintendents, Project Managers, and head-office commercial/accounting teams.
  • Accountable for accurate project controls within each of the business units (Canada, USA, Mongolia, Indonesia, Mexico)
  • Manage lead and mentor departmental subordinates to ensure that the operational deliverables consistently reach or exceed target in their areas of accountability
  • Assist with the compilation of tender documents for mining construction projects, including bills of quantities, waterfall assessments, general conditions of contract and special conditions of contract
  • Conduct pre-bid assessments with Estimating and Area/Project Managers to ensure full alignment with reporting deliverables, baseline setups, and Company reporting procedures before project award.
  • Oversee the administrative set up of new projects, including time keeping, contract implementation, reporting, code of accounts and document management
  • Oversee the definition of controls baselines for projects, including the development of project execution plans and project specific controls procedures
  • Define and coordinate with key site personnel training programs prior to the initiation of every contract to ensure that the Area and/or Project Manager is fully conversant with the requisite implementation programs and key performance deliverables
  • Ensure that the Management of Change (MOC) process is being maintained and integrated with Redpath's policies, procedures, contracts and financial system (where required)
  • Oversee the updating and tracking of project costs and schedules (InEight, InEight Schedule, and/or MS Projects/Primavera and Oracle Fusion)
  • Implement proper controls to monitor project budget performance, re-allocation of costs and to ensure that monthly costs, cash and resource requirements are forecasted to project completion
  • Implement and maintain earned value management systems
  • Oversee the preparation of management information reports for site and office personnel incorporating both physical advances and financial data to engender a profit focussed culture on projects
  • Monitor and support the proper use and implementation of the code of accounts on projects
  • Coordinate departmental and/or project meetings as required
  • Monitor trends obtained from site statistics and advise management of issues potentially impacting on policies, procedures, schedule, costs, project scope, project decisions and risks
  • Participate in analyzing construction change orders and/or claims
  • Review and finalize close-out reports, including maintaining historical costs and production information in a prescribed format
  • Develop operating and capital budget plans consistent with the goals of the business and the direction of the senior executive team
  • Provide project controls assistance to other subsidiary companies as required

Qualifications

Education:

Required: University degree in a related scientific, business or engineering field

Preferred: University degree (business or engineering) in quantity surveying, cost estimating or mining. Additional qualifications and/or certification(s) in quantity surveying (professional QS), project management (PMP), contract administration and key performance indicator measurement will be considered an asset.

Work Experience:

Required: 10 Years of post-graduate field and/or office-based project accounting, estimating or controls experience related to underground construction projects or operational mining environment, with knowledge of project management, construction contracts, reporting and data manipulation

Preferred: 15+ Years project controls experience in mining shaft sinking, lateral development, raiseboring, mechanized raise climbing or similar underground construction projects with a sound knowledge of contract principles and data manipulation into management information
