General Overview of the Role

HDR is looking for a Project Controls Manager to join our team. This is a project-facing delivery role focused on helping project and program teams plan, monitor, and control scope, schedule, cost, risk, change, document management, and performance reporting. The role works directly with Program and Project Managers, delivery teams, project controls specialists, and client-facing stakeholders to establish practical controls approaches that support timely decisions and clear accountability. The type of projects this role will engage in ranges from industrial facilities, pipelines and terminals, substations and transmission lines, renewable resources, power generation, and waste facilities. This role is expected to play a central role in delivery by translating project controls information into useful insight on project health, KPIs, constraints, and recovery actions. Depending on the size of the project or program, this role may manage a team of project controls specialists across schedule, cost, risk, earned value, document control, and PMIS (Project Management Information System) when executing program work.

Primary Responsibilities
• Provide project-facing technical leadership for project controls delivery across assigned projects and programs, including schedule, cost, risk, change, document control, PMIS, reporting, and forensic support functions.
• Develop, maintain, and implement project controls plans, processes, procedures, reporting calendars, and governance requirements that support scope, budget, schedule, risk, change, document management, and delivery decision-making in line with HDR's best practices.
• Provide technical direction, functional coordination, mentoring, and quality review for project controls and document control specialists supporting active project delivery, including schedule, cost, risk, change, document control, reporting, PMIS, and forensic support functions.
• Lead proposal, project startup, and transition activities by defining project controls scope, staffing needs, delivery assumptions, client relationship, win strategy including tools, reporting expectations, and implementation requirements.
• Lead integrated schedule development across HDR, client, contractor, design, permitting, procurement, construction, commissioning, and third-party interface activities, including schedule basis, update cadence, logic, critical path, float, progress measurement, and major milestone alignment.
• Review, oversee, and analyze contractor baseline and update schedules, including logic integrity, critical path validity, progress accuracy, recovery planning, delay analysis, interface coordination, and integration of multiple contractor schedules into the project or program integrated master schedule.
• Lead schedule risk, delay, time impact, and forensic schedule analyses to support project recovery, change review, claims avoidance, dispute resolution, and leadership decision-making.
• Facilitate multi-stakeholder planning, schedule, risk, and readiness workshops to align delivery teams on priorities, constraints, interfaces, sequencing risks, and near-term actions.
• Establish and maintain project cost management processes, including budget baseline, cost coding, commitments, actual costs, accruals, forecast updates, contingency tracking, variance analysis, contractor cost review, payment application support, and monthly cost reporting.
• Support Project and Program Managers in establishing and implementing change management processes, including change identification, documentation, evaluation, approval tracking, and integration of approved changes into cost, schedule, risk, contract, document control, and reporting systems.
• Establish document control requirements for assigned projects and programs, including document numbering, metadata, workflows, review cycles, transmittals, revision control, records management, closeout requirements, and coordination across client, contractor, and HDR systems.
• Lead coordination of project controls interfaces with owner activities, permitting, real estate, engineering, procurement, construction, commissioning, and third-party stakeholders to improve visibility of constraints, dependencies, and required decisions.
• Work with PMIS and dashboarding specialists to improve data workflows between schedule, cost, risk, change, document control, and reporting systems, including recommending technology solutions that improve the capture, analysis, and communication of project information.
• Translate project controls data into clear project-facing reports, dashboards, briefings, and meeting materials that communicate project status, schedule performance, cost trends, changes, risks, constraints, and required decisions to project leadership.
• Lead mentorship, training, and capability development initiatives for project controls personnel, including onboarding, technical coaching, competency development, lessons learned, quality improvement programs, and advancement of project controls best practices, tools, and methodologies across HDR and client organizations.
• Perform other duties as needed.

Preferred Qualifications

  • One or more relevant certifications such as PSP, EVP, PMI-SP, PMP, CCM, CEP, CPE, DRMP, PRMP, CFCC, PE, or equivalent.
  • Experience implementing or improving PMIS, dashboard reporting, or integrated project controls reporting for a program or organization.
  • Advanced experience interpreting, validating, and analyzing engineering, procurement, construction, commissioning, and contractor schedules.
  • Experience with schedule validation, forensic scheduling, linear scheduling, 4D scheduling, or risk analysis tools such as Deltek Acumen Fuse, Schedule Validator, TILOS, Synchro, Primavera Risk Analysis, or similar tools.
  • Experience supporting owner's representative, program management, EPC, EPCM, progressive design-build, construction management at-risk, or other complex delivery models.
  • 15+ years of demonstrated project controls experience on large infrastructure, industrial, energy, or utility projects, including experience supporting projects with contract values greater than $300 million or programs with combined values greater than $300 million.
  • Advanced experience developing, reviewing, and analyzing integrated project schedules, contractor baseline schedules, schedule updates, delay impacts, recovery plans, and integrated master schedules.
  • Experience establishing or supporting project cost management, forecasting, change control, risk tracking, document control, and project performance reporting processes.
  • Experience implementing or improving PMIS, document control, dashboarding, or reporting platforms used to manage project controls data, workflows, reviews, and project records.
  • Working knowledge of project delivery models, including design-bid-build, design-build, EPC, EPCM, progressive design-build, integrated project delivery, and construction management at-risk.
  • Proficiency with Primavera P6, Microsoft Project, and Microsoft Office applications, including Power BI and Power Platforms.
  • Preference given to local candidates
