Summary

The Project Controls Manager is an experienced leader, with a minimum of 14 years experience, who has the experience and abilities to both manage and perform all Project Controls responsibilities as needed. Additionally, it is expected that this position performs analysis of the data and reports in order to provide insight and solutions to the Project Management and Executive Management teams for consideration and implementation.

Principle Responsibilities and Duties

FUNCTIONAL/DEPARTMENTAL RESPONSIBILITIES
  • Develop and maintain Project Controls policies, procedures, tools, and systems.
  • Develop departmental budgets and support divisional budgeting activities.
  • Establish and maintain standardized Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS).
  • Develop cost, progress, and reporting systems.
  • Develop and maintain employee onboarding, mentoring, and training programs.
  • Monitor staffing needs and maintain divisional staffing plans.
  • Interview candidates and provide hiring recommendations.
  • Manage employee performance, goals, coaching, and annual evaluations.
  • Prepare departmental metrics, reports, and executive presentations.

PROJECT RESPONSIBILITIES

Administrative
  • Manage project staffing plans and resource requirements.
  • Prepare weekly and monthly project reports for clients and management.
  • Promote Safety and Quality initiatives.
  • Support Project Management and Product Lines as needed.

Cost
  • Support proposal estimating, bid analysis, scope definition, and cash flow forecasting.
  • Develop and maintain project budgets, including scope changes and budget transfers.
  • Manage payment milestones, invoicing, and change orders.
  • Maintain cost forecasts for labor, materials, equipment, engineering, subcontractors, and commissioning.
  • Maintain the Back Charge Log.
  • Support subcontract administration, pricing analysis, invoice approvals, and claims mitigation.
  • Monitor project costs through reporting, variance analysis, forecasting, and cost mitigation.
  • Prepare and maintain cash flow reports.

Progress
  • Develop and maintain project progress measurement systems.
  • Establish rules of credit and planned progress curves.
  • Report actual versus planned progress and recommend corrective actions.
  • Verify subcontractor progress and payment milestones.

Schedule
  • Develop, maintain, and analyze project schedules.
  • Resource-load schedules for baseline development.
  • Review vendor and subcontractor schedules for project impacts.
  • Lead schedule claims analysis and mitigation efforts.
  • Provide schedule analysis and recommendations to minimize project risks.

Risk Management
  • Develop and maintain project risk management processes and tools.
  • Facilitate risk reviews and monitor action items through completion.


Qualifications

  • 4 year degree plus 10 years' experience, or 14 years' experience working in a Finance, Accounting or Engineering discipline; specifically, EPC Management in the oil and gas industry, in lieu of degree
  • Flexibility in working with a growth-oriented organization in a team or independently.
  • Highly organized with the ability to perform multiple tasks.
  • Must be a detail oriented, self-starter and able to work with little supervision while maintaining goals/tasks.
  • Must have good written and verbal communication skills and able to effectively communicate with staff, management, customers and vendors.
  • Preferred experience in working with SAP and/or other ERP software.


Physical Requirements

Fast-paced general office environment. Many tasks have high degrees of time sensitivity. Domestic and international travel is possible on occasion.
