Project Overview:

Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fabrication facility in Clay, NY.

The Infrastructure GBU scope consists of installing circa 3,600 drilled piers. The candidate will act as the Project Controls - Cost Engineer (Drilled Piers) on the Micron Project. The candidate will locate on a long-term assignment to the project site at Clay, NY.

Job Summary:

The Project Controls - Cost Engineer will report to the Project Controls Lead and will be responsible for the development, control, analysis, forecasting and reporting of the cost for the Infrastructure GBU scope of works on the project. #LI-ML1

Major Responsibilities:

  • Responsible for all cost activities associated with the Infrastructure GBU scope of works.
  • Executes cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
  • Develops, controls, analyses, forecasts and reports on all cost activities.
  • Prepares cost trend estimates in support of the cost trend program.
  • Delivers aspects of the Project Control Plan associated with cost.
  • Develops and maintains performance reports and metrics
  • Identifies, analyzes, and provides innovative solutions to cost engineering problems.
  • Participates in discussions with contractors.
  • Prepares and presents cost engineering information to management/client.


Education and Experience Requirements:

  • A recognized degree from an accredited college or university in Engineering, Construction Management, Business Management, or related field with 2-5 years Project Controls, Commercial Operations, and/or Prime Contracts experience or a minimum of 6-9 years work experience in lieu of a degree.


Required Knowledge and Skills:

  • Skilled in oral and written communication.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, cost control, and cost analysis, particularly in the field of heavy civil works (piling, earthworks, concrete).
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Proficiency in using Project Controls operating systems, including several basic software applications.
  • Knowledge of financial report systems and controller account codes, and understanding of Controller instructions, which impact Project Controls.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
  • Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience.
