Project and Quality Manager II

Department: Project and Quality Management Office

Reports To: Project and Quality Management Office Director

Salary range: $91,267 - $102,676* annually
This position will remain open for a minimum of seven (7) days. The College reserves the right to close the recruitment at any time after the minimum posting period once a sufficient applicant pool has been established.
This position provides executive-level leadership and accountability for the analysis, implementation, and optimization of enterprise business systems supporting ctcLink, including both Campus Solutions and Human Capital Management (HCM) modules. The role is responsible for conducting complex business and systems analysis to improve operational efficiency, ensure data integrity, and align system functionality with institutional goals and regulatory requirements. Serving as project manager for assigned strategic initiatives, this position leads cross-functional efforts from planning through implementation, ensuring projects are delivered on time, within scope, and aligned with organizational priorities. In addition, the position plays a key role in quality management by developing, monitoring, and enhancing standards, processes, and controls that support continuous improvement, system reliability, and effective service delivery across the institution.
Essential Functions

  • Serve as the College's lead functional and business systems analyst for ctcLink, providing strategic support for Human Resources, Instruction, and Student Affairs operations.
  • Act as the primary liaison between Olympic College and the State Board for Community and Technical Colleges (SBCTC) regarding ctcLink Campus Solutions and related system initiatives, representing institutional interests and operational needs.
  • Lead the analysis, troubleshooting, and resolution of complex and cross-functional ctcLink system issues by collaborating with subject matter experts, college leadership, SBCTC staff, and peer institutions to identify effective solutions and ensure continuity of business operations.
  • Lead and manage complex, cross-functional college projects and strategic initiatives from conception through implementation, ensuring alignment with institutional priorities and objectives.
  • Provide project leadership, consultation, and expertise to executive leadership, project sponsors, and project teams regarding project management methodologies, governance, risk management, and organizational change management.
  • Conduct project feasibility assessments and business analyses to evaluate project viability, resource requirements, risks, costs, benefits, and organizational impacts.
  • Partner with the Director to develop, implement, and continuously improve the College's Quality Management System (QMS), ensuring alignment with institutional priorities, accreditation requirements, and industry best practices.
  • Lead the development, maintenance, and evaluation of quality management frameworks, including quality objectives, performance standards, organizational effectiveness measures, customer satisfaction initiatives, data governance practices, and continuous improvement methodologies.
  • Provide leadership and expertise in business process management, facilitating the analysis, design, documentation, standardization, and optimization of business processes across Human Resources, Instruction, Student Affairs, and other College departments.

Qualifications

Minimum Qualifications
  • Bachelor's Degree in Business, Engineering or related field OR related experience may substitute for a degree requirement.
  • Project Management training experience
  • Strong understanding of the business processes, organizational structure and systems used at Olympic College, particularly in Student Affairs, Instruction and HR
  • Significant ctcLink experience and knowledge
  • Deep understanding of metrics and how they support metrics-based management
Preferred Qualifications
  • Project Management certification
  • Business Process mapping experience
  • Experience leading and facilitating improvement workshops

This is a Full-time exempt position scheduled to work Monday through Friday. The salary for this position is $91,267 to $102,676* annually, which includes a generous benefits package that includes the following.
