Overview

GovCIO is currently hiring for aProjectAnalyst who will serve as a strategic liaison between technical teams, business stakeholders, and senior VA leadership in support of theVistA Coordination and Rationalization and Decommissioning Analysis Teams.

This position blends business analysis, program coordination, and strategic support. The analyst will organize and track complex initiatives,facilitatestakeholder collaboration, and ensure visibility into progress, risks, and dependencies. The role requires strong analytical thinking, structured communication, and the ability tooperateeffectively across both technical and executive environments. This position will be a fully remote within the United States with core hours of operation from Monday to Friday 8 AM to 5PM ET, with occasional (5-15%) travel required.

Responsibilities

The ProjectAnalystis responsible forthe following core activities:

  • Organize,facilitate, and document meetings, including developing agendas, capturing decisions, tracking action items, andmaintainingfollow-ups
  • Serve as the primary coordinator for workstream execution, including tracking progress, milestones, risks, and dependencies across initiatives
  • Maintain and manage workstreams within Jira, ensuringaccuratetracking, organization, and reporting of activities
  • Collect, review, and manage artifacts and deliverables to ensure completeness, quality, and alignment with program objectives
  • Support the development and refinement of strategies byidentifyinggaps, synthesizing information, and helping formulate actionable solutions
  • Coordinate and align cross-functional stakeholders across multiple VistA-related workstreams, ensuring collaboration and reducing duplication of effort
  • Conduct research and analysis on systems, technologies, government contracts, and architecture to inform decision-making
  • Identifypatterns, overlaps, and inefficiencies across initiatives and recommend opportunities for consolidation or improvement
  • Liaise with technical SMEs to translate complex technical concepts into clear, actionable insights for stakeholders and leadership
  • Draft and develop executive-level materials, including presentations, briefing papers, and status reports
  • Provide technical writing and editorial support, including reviewing and refining documentation for clarity and consistency
  • Draft, ghostwrite, and manage correspondence on behalf of leadership, ensuring professional, tactful, and effective communication
  • Support leadership engagement by coordinating inputs, preparing talking points, and ensuring readiness for decision forums
  • Document scope, changes, delays, and risks, and communicate impacts to stakeholdersin a timely manner

Required Skills and Experience

  • Master DegreeinBusiness Administration, Business Management, Computer Science,Information Systems, Information Resource Management, Industrial Engineering, OperationsResearchor related fields(additional to 10 years of relevant experience may be substituted for education)
  • 3+ years of experience in business analysis, program coordination, consulting, or a related role
  • Analytical Thinking:Ability to assess complex problems,identifygaps, and develop practical, well-reasoned solutions. Demonstrated capability to synthesize information from multiple sources into actionable insights.
  • Program Coordination & Organization:Strong ability to manage multiple workstreams simultaneously, track progress, and ensure alignment across stakeholders, deliverables, and timelines.
  • Communication & Technical Writing:Exceptional written and verbal communication skills, including the ability to draft executive-level materials,facilitatediscussions, and translate technical concepts into clear, concise language.
  • Stakeholder Engagement:Experience working with cross-functional teams and engaging with senior leadership in a professional and tactful manner. Ability to navigate diverse perspectives and drive alignment.
  • Research & Problem Solving:Ability to independently research systems, technologies, and policies;identifypatterns and gaps; and contribute to solution development.
  • Attention to Detail:Strong ability to track artifacts, document decisions, and ensure accuracy and completeness of deliverables.
  • Tools & Systems:Experience working with Jira or similar project management tools;proficiencyin Microsoft Office Suite (PowerPoint, Word, Excel, SharePoint).

Clearance Required:Ability to obtain and maintain a Suitability/Public Trust clearance

Preferred Skills and Experience

  • Experience supporting Department of Veterans Affairs (VA) or federal health programs
  • Understanding of system architecture concepts and software development lifecycle (SDLC) processes
  • Ability to quickly learn new technical domains and concepts without requiring deep programmingexpertise
  • Experience supporting executive-level briefings and decision forums
  • Familiarity with healthcare IT, VistA, or EHR modernization efforts is a plus
  • Experience supporting large-scale IT programs or federal government initiatives preferred
