Job Summary
Manages mid to large construction projects, serving as the primary contact for owners/agencies. Coordinates with construction superintendents for crew and equipment needs, manages subcontractors, and prepares/updates project schedules. Establishes and manages project budgets, working with the contract administrator for job cost and billing. Assists in preparing prime and subcontract bids, including takeoff, estimating, and subcontractor solicitation. Oversees job close-out documentation.

Essential Functions
• Becomes familiar with the requirements of the contract and with the general provisions of the owner/ agency.
• Performs plan quantity take-off and visits the site. Identifies each trade that must be subcontracted. Determines the scope of work involved by each trade.
• Prepares preliminary project bid schedule.
• Assists estimating team in preparing the bid in a timely manner.
• Develops bid schedule into project schedule which is updated monthly and shared with owner/ agency, superintendent, project staff, and subcontractors.
• Prepares subcontracts and purchase order agreements in coordination with the contract administrator.
• Schedules and attends the preconstruction conference. Prepares and facilitates all the required submittals.
• Prepares a cost budget for the construction superintendent and monitors job progress.
• Prepares, monitors and updates job cost information.
• Participates in monthly project status reviews and quarterly project forecasts. Negotiates change order requests.
• Assists in preparing progress billings and approves quantities for payment to subcontractors, suppliers and all contract A/P.
• Prepares final contract closeout including monitoring final payment quantities and retention billing.
• Negotiates all claims and disputes along with the Operations Manager.
• Keeps abreast of professional and technical developments to maintain and improve knowledge and skills needed for superior job performance and to improve operational efficiencies.
• Other duties may be assigned as required.

Responsibilities

Education
• Bachelor's Degree in Engineering or Construction Management or related discipline preferred or equivalent work experience is required.

Experience
• Minimum of five (5) years to ten (10) years' experience preferred
• Experience with estimating and managing projects with general contractor of heavy highway construction projects; public works contracts related to paving, highway and heavy construction is desired.

Knowledge, Skills, and Abilities
• Knowledge of mathematical formulas and the ability to deal with dimensional analysis.
• Ability to read construction drawings and to perform two and three-dimensional quantity take off.
• Ability to perform cost analysis. Thorough knowledge of accounting principles and practices, including job costing procedures is required; knowledge of contract administration in the construction industry.
• Knowledge of local, state (TDOT) and federal municipal public works specifications guidelines and procedures.
• Good organizational skills and the ability to handle multi-faceted, complex projects.
• Understanding of computers and spreadsheets with Windows applications.
• Must be able to work well under pressure, be task oriented and self-motivated, requiring little supervision.
• Must have the ability to analyze information, and must have the ability to communicate well both orally and in writing.

Other Requirements
• Proficient in Microsoft Office Suite, Google, Oracle Business Environment and other software packages relevant to the position.
• Requires use of computerized equipment and technology.
• Knowledge Estimating Software and Spectrum Accounting programs such as Primavera P6, Microsoft Project Scheduling Software and PlanGrid
• This position requires knowledge and awareness of site hazards. Must be able to wear required personal protective equipment (PPE).
• Ability to work in a stressful, deadline oriented environment that requires complex, technical information and decision making.
• Must be able to present complex information in a clear and concise manner.
• Work environment will be in an office and outside at job sites.
• In the office employee will occasionally be required to sit at a desk. In the outside setting employee will perform activities at various heights, around moving machinery, be exposed to dust, fumes and gases.
• Outside setting will expose employee to changes in temperature/humidity and will require walking on uneven surfaces.
