Program Controls & Planning Analyst

Role Overview

Reporting directly to the Director of Programs, this is a high-visibility role within the Program Management Office (PMO) designed for a rigorous, data-driven professional. You will serve as the analytical engine for a portfolio of aerospace and defense programs, acting as the primary "connector" between the Program Managers (PMs), Supply Chain, and Finance.

This is a build-and-improve role. You will not just maintain existing systems; you will be responsible for ensuring the integrity of the Integrated Master Schedule (IMS), driving Earned Value (EV) performance, and synchronizing material demand with programmatic reality. We are looking for a highly organized "planner at heart" who can translate complex data into the actionable insights required to execute on time and on budget.

Key Responsibilities

Program Controls & EVM (Primary Focus)

  • Baseline & Schedule Management: Develop and maintain logic-linked Integrated Master Schedules (IMS) across multiple programs. Ensure all changes adhere to PMO governance and baseline control procedures.

  • Performance Metrics (EVMS): Calculate and analyze Earned Value metrics, including CPI, SPI, and TCPI. Identify trends and provide PMs with early warnings of potential cost or schedule slips.

  • Variance Analysis: Lead the monthly "Why/Impact/Cure" analysis for schedule and cost variances. Help PMs develop credible recovery plans and corrective actions.

  • Executive Reporting: Consolidate portfolio data into high-level dashboards and executive summaries that provide a "common operating picture" for leadership.

Integrated Planning & Material Readiness

  • MRP Synchronization: Act as the bridge between the Program Schedule and the MRP/ERP system. Ensure the "Demand Signal" is accurately timed to support the IMS.

  • Critical Path Impact Analysis: Evaluate how supply chain constraints, long-lead hardware delays, or material shortages specifically impact the program's critical path.

  • Build Readiness: Partner with Manufacturing and Supply Chain to ensure kitting and assembly schedules are synchronized with the programmatic baseline.

Cross-Functional Rigor & Improvement

  • Data Integrity: Serve as the "neutral arbiter" of data across Engineering, Finance, and Supply Chain to ensure reporting consistency.

  • Tool Development: Build and refine practical, scalable reporting tools and templates (utilizing Smartsheet, Excel, or similar) to improve organizational visibility.

  • Process Evolution: Proactively identify gaps in our planning lifecycle and implement improvements to increase execution speed.

Qualifications

Basic Qualifications

  • Experience: 3-5+ years in Program Controls, Project Planning, or EVM, preferably within Aerospace, Defense, or a complex hardware manufacturing environment.
