If selected, you will serve as a Program Specialist responsible for conducting advanced special studies/projects on behalf of the Office of the Executive Staff and in support of the Crypto Task Force, as well as provide advice and support for a variety of SEC programs such as timekeeping, budget, procurement, logistics, facilities, travel management, security, and/or health and safety.
Duties Include:
- Plans, coordinates, analyzes, and evaluates administrative programs and operations.
- Administers and evaluates internal management plans, direction, and practices which require consideration and integration of specialized needs.
- Conducts management studies analyzes results, and recommends changes pertaining to operating practices to improve the efficiency of operations.
- Provides, obtains, and/or advises on a variety of management services essential to the direction and efficient operation of the organization.
- Keeps management informed of new or revised administrative policies, regulations, and procedures that affect the internal administrative controls and functions of the organization.
- Performs a variety of administrative and management support operations.
- Provides budget-related advice and assistance to the staff and serves as the focal point for budget issues with the financial management staff.
- Provides support for internal management control programs, ensuring implementation of agency requirements and monitoring organization internal controls to ensure effective and efficient use of resources; and safeguards against waste, fraud, and abuse.
- Serves as the records management coordinator for the office; procures supplies and equipment for the office, including new equipment and other non-routine items.
- Serves as central point of contact for authoritative information on administrative policies, procedures, and requirements for the assigned organization.

- DRUG TESTING: This position may be subjected to drug testing requirements.
- PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
- DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
- This position is not in the collective bargaining unit.
- This is a temporary promotion not-to-exceed 1-year from the date of appointment to the position.
- This appointment may be extended OR it may end at any time during the course of the appointment at the discretion of management.

- This temporary competitive promotion may lead to a permanent promotion without further competition.
- If selected, you may receive a salary increase for the duration of the temporary promotion. You will be returned to your original salary at the end of the appointment.
- This position is open to well-qualified surplus/displaced Federal employees (i.e., CTAP) in the local area and current SEC employees.
- Selectee will be required to physically report to the SEC office/duty station in the announcement.
QualificationsAll qualification requirements must be met by the closing date of this announcement.Time-in-grade for this announcement is one year at the GS/SK-11 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATION REQUIREMENT:
SK-12: Applicant must have at least one year of specialized experience equivalent to the GS/SK-11 level:
(1) Researching and analyzing established administrative issues;
(2) Acting as liaison with individuals and groups both inside and outside the SEC regarding administrative and/or organizational matters;
(3) Gathering data and information for use in the annual operating budget; and
(4) Assisting with the development of administrative policies.
