The Air Force Civilian Service (AFCS) is looking for a Term NTE 2 years, Full-Time, Program Specialist (Command Fire and Emergency Services), GS-0301-13 to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Detachment 8/Personnel Security Division (PS) at Langley Air Force Base, VA. Qualifications/Requirements: The primary purpose of this position is to serve as a Program Administrator and Subject Matter Expert MAJCOM wide for Fire and Emergency Services. Manages the end-to-end processes for Fire and Emergency Services for AFIMCS Detachment 8 across ACC installations. Provide Strategic planning and technical guidance as well as seasoned consultative advisory services throughout the MAJCOM, including other specialists in ACC on the effective use of programs to support goals and objectives. Integrates MAJCOM FES program. Serves as liaison and assists in providing technical consultation, guidance, and advisory services to internal and external to ACC, the DAF, and DOD. Conducts and/or leads studies and/or initiatives to improve programs and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Prepares and oversees preparations of instructions, manuals, and other materials designed to improve effectiveness of operations and programs. Provide advisory services to managers, supervisors, and employees on Fire and Emergency services programs. Communicate with heads of organizational elements to negotiate, decide on, schedule, and coordinate supporting services and resources provided through a matrix organization. • Must be a U.S. Citizen • Must be able to obtain and maintain a Security Clearance • May be required to work other than normal duty hours, to include evenings, weekends and/or holidays • Shift work and emergency overtime may be required • Disclosure of Political Appointments • Position may require drug testing, and the candidate may be subject to passing a drug test upon selection • Mandatory certifications include DoD Fire Officer IV, Fire Instructor II, and Fire Inspector II. • Experience with the Air Staff, MAJCOM, or equivalent levels is highly desirable. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): • Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer a MAJCOM wide Fire and Emergency Services Program. • Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improve of programs and the resolution of problems. • Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources, including knowledge of the Planning, Programming, and Budgetary Systems (PPBS). • Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies, and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. • Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization. OTHER REQUIREMENTS/SIGNIFICANT FACTS: QUALIFICATIONS: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include conduct and/or lead studies to improve programs and/or influence policy changes for assigned functional areas that typically involve long range-highly complex and often sensitive topics. Provide advisory services to managers, supervisors, and employees on Fire and Emergency services programs. Resolve problems and issue guidance to prevent recurrence of problems. Develop, compile, and analyze reports and charts for management identifying current statuses, potential deficiencies, and problems and develop a variety of correspondence and documentations (e.g. formal letters, reports, responses to congressional inquiries and/or briefings) NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
