Overview

The Program Representative for Construction Support informs and enables Quonset Point’s long‑term strategy by managing and executing facility integration initiatives and capital projects.  This includes new technology insertion, development of new equipment work centers, and coordination with key foreign suppliers to support CLB, VCS, and SSN(X) manufacturing requirements.  The role ensures projects align with cost, schedule, safety and quality objectives for current and future programs.

 

The Program Representative develops, manages and executes facility outfitting and manufacturing projects in alignment with GD and EB strategic goals.  This position enhances QP site efficiency, capacity and capability across programs while upholding the highest operational standards.  Responsibilities include full lifecycle management of hardware, fixtures and technology—from procurement and design through manufacture, testing and commissioning.

 

Key Responsibilities:

  • Identify critical or constrained product lines, remove obstacles and drive manufacturing improvements across the business.
  • Develop and secure required funding streams through strategic business case development in collaboration with Program Finance, Business Finance, Contracts, Facilities and Operations.
  • Lead concept formulation, technology development and technology insertion efforts with internal and external stakeholders.
  • Build and manage project schedules and financial profiles, with regular reporting to senior leadership.
  • Identify, vet and coordinate with external suppliers capable of meeting established facilities and manufacturing requirements.
  • Coordinate and manage cross‑functional teams to achieve project goals and contract incentives.
  • Oversee all contracting, procurement and installation activities through final turnover to Facilities and Operations.

Foreign Supplier Management:

  • Manage key foreign suppliers supporting current and future CLB/VCS manufacturing initiatives.
  • Coordinate with Legal and Regulatory Compliance to ensure adherence to EB import/export requirements, including PSA and ITAR protocols.
  • Lead all contracting activities associated with international partnerships.
  • Serve as Technical Assistance Agreement (TAA) License Manager.
  • Provide on‑site support at both Quonset Point and at BAE in the UK as required.
  • Oversee APCO teams, including APCO CH management, APCO QP on‑site personnel, and APCO UK on‑site personnel.

This position is located at the Quonset Point facility in North Kingstown, RI. 

Qualifications

Required:

  • High School Diploma or equivalent 
  • Minimum of 5 years experience in Engineering, Program Management, Finance, Contracts, Facilities or Maintenance
  • Ability to travel domestically and internationally as needed
  • Ability to obtain and maintain a security clearance through the Department of Defense

 

Preferred:

  • Project management / leadership experience
  • ITAR experience a plus
