Our Multi-Function Radio Frequency Systems (MFRFS) Radar On-site Program Quality Lead (PQL) in Land and Air Defense Systems (LADS), will support U.S. and foreign programs within the Coyote portfolio at our McKinney, TX location. In this role, you'll drive a robust quality culture, practices, and collaboration efforts. No relocation offered for this position.

As the primary quality interface for the product Integrated Product Team (IPT) and Leadership Team, you'll be responsible for ensuring the program meets all Quality & Mission Assurance requirements. This includes coordinating with functional Integrated Product Teams (IPTs) and overseeing scope of work through all integrated product development phases, from design to production and sustainment. You'll be the customer's advocate internal to the team, ensuring we meet our obligations and expectations.

The PQL shall monitor quality metrics to drive continuous improvement initiatives, working closely with integrated teams to enforce process rigor, transition to production activities, Advanced Program Quality Planning (APQP/AS9145) and play a key role in Material Review Board (MRB), Change Control Board (CCB), and Risk Review Board (RRB).

The PQL will be responsible for ensuring reviews and assessments of program performance are performed, including technical assessments of systems, lessons learned, technology, and programmatic (cost, schedule, and risks and/or defects) practices assuring Quality management System (QMS) processes are defined and implemented.

What You Will Do:
  • Develop partnerships with senior leaders, IPTs, customers, and quality support functions of the program team to define steps necessary to implement proactive quality strategies that shape Raytheon's ability to become the provider of choice.
  • Engage on both strategic and tactical levels, focusing on quality, cost and schedule performance, early engagement, influencing and providing differentiating quality value to program teams and customers.
  • Generation of new CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs/increase efficiency of the Stinger program.
  • Monitor / lead Root Cause Corrective Action (RCCA) and FRACAS activities for systemic issues.
  • Support implementation of Advanced Product Quality Planning in accordance with AS9145, as applicable.

Qualifications You Must Have:
  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or an advanced degree in a related field and minimum 7 years' experience
    • Relevant experience is Program / Project Quality Management, Quality Planning, Quality Assurance and/or Quality Engineering
  • Experience with ISO 9001 and/or AS9100 Quality Management Systems.
  • Experience leading teams in failure analysis, root cause analysis, corrective and preventative action.
  • Experience in providing technical program support for manufacturing and/or design processes.

  • Ability to exercise sound judgement and apply resolution-making skills with appropriate supervisory intervention.
  • Experience in risk mitigation and opportunity management.
  • Ability to comprehend and translate system requirements as well as contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation.
  • Effective interpersonal skills and ability to work well with customers, suppliers, and in a team environment.
  • Knowledge of First Article Inspections per AS9102.
  • Performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value).
  • Experience with one or more of the following: Radar/Electro Optical systems, Rockets/Missiles, manufacturing of electrical systems and testing, and electrostatic discharge (ESD) requirements, CCA manufacturing to IPC/EIA JSTD-001, Class 3.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
