The successful Program Quality Engineer will operate within a high-visibility, fast-paced development environment that is part of a larger franchise of interconnected programs. This role requires strong cross-functional collaboration and the ability to anticipate, identify, and resolve quality and mission assurance challenges that span across the franchise-not just at the individual program level.

The effective candidate will implement, develop, and continuously improve processes that ensure compliant systems and proper flow-down of customer-specific quality requirements throughout complex, multi-program lifecycles. You will be responsible for supporting franchise and program teams to ensure Mission Assurance (MA) technical requirements are developed and executed using approved development processes and procedures. You will create or tailor existing planning to administer customer and internal quality requirements across program teams and the broader supply base.

This is an on-site position in McKinney, TX.

What You Will Do:
  • Represent Mission Assurance on high-visibility program, project, and/or capture teams, including developing Basis of Estimates (BOEs) for quality content within new franchise-level program bids.
  • Support clear communication of program and franchise goals, targets, requirements, and customer feedback.
  • Assist in providing directions to program teams to ensure quality tasking is accomplished within budget, on schedule, and in alignment with program and franchise planning.
  • Prepare, collect, analyze, and maintain Mission Assurance metrics for both program-specific and franchise-level visibility.
  • Establish strong customer relationships, process customer feedback, and validate customer corrective action requests.
  • Assess and communicate the impact of potential customer escapes, including cross-program or franchise-wide implications.
  • Co-chair Program Corrective Action Boards (CABs) to meet measures and metrics from stakeholder reviews, ensuring issues are addressed with a franchise-aware perspective.
  • Ensure MA reviews and assessments of program performance are conducted-including technical assessments of systems engineering, Quality Assurance, lessons learned, technology, production, and programmatic (cost, schedule, risk) execution-to confirm Quality Management System (QMS) processes are properly defined and implemented.
  • Review engineering documentation (specifications, requirements, control drawings, altered item drawings, assembly drawings, test plans, procedures, instructions, SOPs) prior to release to ensure correctness and compliance with technical standards.
  • Act as the voice of the customer throughout the franchise to assure mission results and maintain objective integrity.
  • Execute new Mission Assurance initiatives including CORE and APQP


Qualifications You Must Have:
  • Typically requires a Bachelor's Degree and a minimum of eight (8) years of relevant experience in Quality, Engineering Operations, and/or Program Management
  • Working experience with Quality Management Systems, to include ISO 9001 and AS9100.
  • Working experience in Industry and Government Mission Assurance Requirements and Standards.
  • Experience collaborating with program team members to develop practical solutions to complex problems.
  • Experience in predictive and proactive measures and metrics assessments and developing actions to improve performance or mitigate problems.
  • Experience building and maintaining relationships with program management, cross-functional program leadership, suppliers, customers and government representatives.
  • Experience in supporting External and Internal Quality System or Product/Process audits.
  • Active and transferable U.S. government-issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer:
  • Experience in systems engineering, reliability and system safety requirements.
  • Previous experience using written/verbal presentation skills.
  • Experience in Microsoft Office Word, Excel, and PowerPoint.
  • Prior experience in the Aerospace or Defense industry.
  • ASQ Quality Certification.
  • Working knowledge of Raytheon RCAS or a proven close- loop corrective action system.
  • CORE or Industry Six Sigma Greenbelt Certification.
  • Knowledge and experience deploying AS9145 (APQP) requirements
  • Knowledge and experience deploying AS6500 requirements

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
