Responsibilities

Noblis is seeking an experienced Program and Project Management SME to work in high paced dynamic mission environment located in Bethesda, MD. A successful candidate will work side-by-side with mission partners and customers to identify critical requirements, shape priorities, and translate needs into actionable project and program efforts. You'll help drive technical developments, coordinate cross-functional teams, and remove obstacles to accelerate progress on high-stakes national security initiatives. From concept to execution, you'll play a key role in delivering capabilities that directly support operational outcomes.

Job Responsibilities:

  • Program Development: Provide subject matter expertise to support the design, development, and implementation of projects, activities, and milestones for screening and vetting capabilities, and for integrating and sharing critical identity information.
  • Mission Engagement: Employ mission expertise to develop mission user campaigns, and engage with Intelligence Community (IC), Department of Defense (DoD), and Federal Law Enforcement (LE) mission users to gain their participation and deliver value for their mission-specific needs.
  • Technical Acumen: Provide subject matter expertise to support the design, development, and implementation of screening and vetting capabilities, and for integrating and sharing critical identity information.
  • Programming and Policy Adherence: Understand IC, DoD, and LE programming and policy requirements and work with appropriate officials to develop resource plans to implement necessary programs and policy in accordance with stated timelines and protocols.
  • Problem-Solving: Identify technical and programmatic issues and accomplish alternatives analysis to mitigate risks and ensure project success.

Required Qualifications

  • Must be a U.S. citizen.
  • Must have an active Top Secret Clearance with SCI and CI Polygraph.
  • Typically requires a BA or BS degree and 15+ years of prior relevant experience OR Masters with 13+ years of prior relevant experience.
  • Proven ability to collaborate with mission partners and customers to identify, shape, and prioritize requirements and translate them into actionable projects.
  • Deep understanding of processes, missions, and policies associated with one or more of the following: Intelligence Community (IC), Department of Defense (DoD), or Federal Law Enforcement (LE).
  • Demonstrated expertise in technical program development.
  • Strong problem-solving skills to address technical and programmatic challenges and deliver actionable solutions under tight deadlines.
  • Experience working in a high-paced, mission-oriented environment with an ability to manage multiple competing priorities.
  • Excellent communication skills, both written and verbal, for preparing reports, presenting findings, and engaging with stakeholders at various levels.

Desired Qualifications

  • Experience working directly with mission users within the IC, DoD, or LE agencies, particularly in developing user campaigns and user-centered solutions.
  • Experience in screening, vetting, and identity information sharing technologies.
  • Experience with the Planning, Programming, Budgeting, and Execution lifecycle and the building of metrics and associated narratives to address senior-level requests, and other reporting requirements, such as congressionally directed actions.
  • Ability to juggle multiple tasks in a deadline-driven environment, and to deliver against deadlines with speed and accuracy.
  • Experience developing and documenting processes, procedures, and best practices into documents such as Concepts of Operation (CONOPS), Standard Operating Procedures (SOPs), Operational Instructions, Training Plans, and other plans or documents, as appropriate.
  • Experience crafting, communicating (written or verbal), and delivering presentations, assessments, reports, or products to varied audiences including senior officials and technical personnel.
  • Understanding of DoD, IC, and LE programming and policy requirements, with the ability to align initiatives with federal standards and regulatory requirements.
  • Experience in risk management and the ability to conduct alternatives analysis to identify mitigation strategies for complex technical and programmatic challenges.
  • Familiarity with Agile methodologies and experience working in an Agile environment to deliver incremental capabilities and meet mission objectives.
  • Ability to lead cross-functional teams, managing both technical and non-technical personnel to execute complex programs and projects.
  • Ability to manage program budgets, resources, and ensuring that deliverables meet both quality standards and schedule commitments.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $132,900.00 - USD $207,750.00 /Yr.
