StraCon Services Group LLC. is seeking a Full-Time Program/Project/Management Analyst, Senior to join our team in supporting a NAVAIR program office in Patuxent River, MD. The Program/Project/Management Analyst, Senior will be responsible for, but not limited to the following requirements.

Essential Job Duties:
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Develops program acquisition documentation such as PIDs, SOWs, and CDRLs.
  • Provides updates to NAVAIR AMS Tools (CDRLs, PMT, and CSPT) and advises Government on status of financial and procurement actions.
  • Applies government-instituted processes for documentation, change control management and data management.
  • Tracks program/project status and schedules, configuration management, data deliverables, and Data Management activities.
  • Applies SECNAV, OPNAV, and OSD policy and documentation to support programs/project through PPBS and life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Processes program acquisition, funding and contract documentation for military programs.
  • Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses.
  • Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.

  • Applies government-instituted processes for documentation, change control management, and data management.
  • Demonstrates experience in the program/project status and schedules. Demonstrated training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).
  • Supports training efforts through the integration of documents into Government databases.
  • Demonstrates experience processing program acquisition, funding, and contract documentation for military programs.
  • Provides program management, technical management, and risk management support to the designated program office.
  • Analyzes needs and requirements information to develop program initiatives and plans.
  • Preparation of documents (SOW/CDRLs), specifications, requirements, criteria, and standards, which define the program's needs and parameters.
  • Analyzes all changes that impact the acquisition and develops or directs the development of responsive and effective changes in plans and strategies.
  • Coordinates program efforts with other activities and personnel directly assigned or detailed to support the program.
  • Responsible for team building and coordinating logistics, engineering, and other support within NAWCAD/NAVAIR and at field activities, laboratories and contractors facilities. Maintains liaison between the various activities, obtaining and relaying information between participants.
  • Coordinates appropriate interface segments of the program with other program managers and management officials and with higher authorities.
  • Interprets program management policies and procedures to others as required.
  • Provides advice to higher-level officials on program status and on problems that require resolution or adjustments that are needed in plans and schedules.
  • Synthesizes critical management issues, documentation and relevant information needed to support program reviews.

Required Experience:
  • Over 10 years of experience performing duties described in the functional description.
  • Two (2) years of experience with the Acquisition Management System Suite: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS).
  • Experience with ACQMAT, Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID), Risk Management.
  • Two (2) years of experience or proficiency with Microsoft Office suite.
  • Ability to work in a fast-paced, dynamic environment.
  • Ability to interface with all levels of management.
  • Ability to work well independently or in a team setting.
  • Ability to identify and resolve problems in a timely manner.
  • Excellent organization and ability to multi-task.
  • Excellent oral and written communication skills.
  • Excellent time management, scheduling, and organizational skills.

Education Requirements:
  • MA/MS Degree.
  • Allowable Substitutions for a Master's Degree
    • Bachelor's Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree. OR:
    • Associate Degree plus four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree. OR:
    • Six (6) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master's Degree.

Security Requirements:
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Secret security clearance.


The estimated base salary range for this position is between $108,000.00 - $132,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets. StraCon offers competitive benefits including medical, dental, vision, life insurance, accidental death and dismemberment, short/long-term disability, and 401(k) retirement plans, as well as a paid time off programs for eligible full-time employees. Eligible part-time employees are able to participate in the 401(k) retirement plans and may be eligible for state or contract required paid time off programs.
