Full Job Description
We are currently seeking a Program Analyst, Journeyman to support PMA-261 at the Patuxent River, MD Program Office. This a Program Management Analyst position within the CH-53 Program Office, which is fast-paced and demands a high degree of professionalism, and initiative. The candidate will be a member of the Training IPT and shall provide acquisition and management support.

Functional Description:

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Duties and Responsibilities: Duties may include, but are not limited to:
• Participates as a member of and/or supports the overall program and Training Integrated Product Teams (IPT).
• Applies analytic techniques in the evaluation of program/project objectives.
• Assist in the development, submission, and facilitate routing for approval on Contractor Performance Assessment Reports (CPARs), Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Acquisition Strategies.
• Collect, interpret, track, and organize information and documentation relating to product requirements. Track and manage overall time sensitive IPT requirements, and ensuring inputs are collected and submitted ahead of deadlines with a high degree of accuracy.
• Coordinate with staff personnel to meet and exceed operational requirements and tasking utilizing presentation materials that include multiple Microsoft Office products.
• Strategic Communications

o Expertise with Acquisition Document support (SOWs, CDRLs, and Procurement Initiation Documents (PIDs))

o Experience handling sensitive information

o Research instructions, directives, lessons learned, etc.
• A self-starter who can assist with entry, maintenance, and tracking of budget, financial, and acquisition reports from the NAVAIR Common Spend Plan Tool (CSPT) and Procurement Management Tool (PMT), including Visualizations.

Required Education:

Journeyman - BA/BS degree.

Allowable substitution:
• Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR
• Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Experience:
• Journeyman - Three (3) to Ten (10) years of combined experience performing duties described in the functional description.

Desired Experience:
• Journeyman - At least 2 years of experience supporting NAVAIR programs.
• Excellent written and verbal communications skills.
• High level of proficiency in Microsoft Programs to include Outlook, Teams, Word, EXCEL, PowerPoint, and SharePoint.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $74,433.26 to $117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
