The Department of Developmental Services (DDS) is seeking a person with excellent organizational and management skills to become part of the leadership team in a busy, challenging, and rewarding environment for their Southeast Region in the Brockton Area Office, located in downtown Brockton. The Assistant Area Director (Administrator VI) fulfills a critical role in the Area Office as the second highest DDS management position at the local level.

JOB RESPONSIBILITIES : (The duties and responsibilities stated are a general summary and not all inclusive.)
  • Assist in the management of $59 million budget in contracted services and supports to 1750 eligible individuals in the Brockton area.
  • Participates in budget planning and contracting activities with the Area Director and working with Regional Contracts as needed.
  • Participates as an active member of the Area Risk Review Committee and provides supports and assistance in managing crisis situations, provides support around clinical issues and works with staff to resolve conflict.
  • The AAD directly supervises staff, utilizes performance evaluation processes in a timely manner and ensures the work environment is maintained consistent with negotiated labor contracts and EOHHS policy. This includes providing or arranging for on-going training and development as needed. The AAD provides indirect supervision as needed to all Brockton Area office staff.
  • Develop, monitor, and maintain residential, day, and support programs to meet the needs of the individuals as well as direct the use of resources/funds provided to the Area for these programs.
  • Share 24/7 on-call duties, supporting management as needed during any emergency or crisis situation and act on behalf of the Area Director when required.
  • Serve as support liaison to sister agencies, community agencies, and organizations (e.g. inter-agency teams, mental health center, crisis programs), and ensure revenue is generated appropriately for the Commonwealth.
  • Facilitate prioritization system for the Area, leading the Massachusetts Comprehensive Assessment Process (MASSCAP) to ensure that individual support needs are assessed and prioritized appropriately for services, waiver enrollment, and integrating priorities into the statewide Priority 1, Priority 2 and No Priority database in the MediTech platform.
  • Ensure that the Brockton Area Office is in compliance with Federal and Community-based waivers, including any appropriate documentation, to ensure eligibility is maintained and that revenue is maximized though matching waiver-eligible individuals to needed services.
  • Review Home and Community Services Information System (HCSIS) to resolve Incident Management issues.

SCHEDULE INFORMATION:

Full-time - 37.5-hour weekly position.

Schedule Monday through Friday - 8:45 to 5:00

Days Off: Saturday and Sunday

Interested applicants should be flexible in schedule as there may be occasional nights and weekend meetings with individuals, guardians, families and other agencies. There is travel involved for this position; on-call responsibilities; will carry a phone for afterhours/weekends emergencies on a rotating basis with the Area Director.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
