Requirements
The Program Director (Strategic) serves as the senior-most contractor authority on a VA program accountable for overall program execution, client relationship management, and strategic alignment with VA IVC and OIT stakeholders. This individual will serve as the primary point of accountability to the Contracting Officer Representative (COR) and be responsible for driving successful delivery across all program phases -
from MVP through full operational capability in 120 days.Key Responsibilities- Serve as primary contractor interface to VA COR, Contracting Officer (CO), and IVC/OIT program leadership
- Own program execution against CPMP milestones, deliverable schedule, and QASP performance standards
- Lead kickoff, quarterly governance reviews, and stakeholder engagement activities including Washington, DC and Denver site visits
- Provide executive-level risk identification, escalation management, and corrective action planning
- Drive cross-functional coordination between technical teams, HCFS subcontractor personnel, and VA stakeholders
- Oversee development and maintenance of all programmatic deliverables: CPMP, Monthly Progress Reports, Business Continuity/DR Plan
- Champion change management and user adoption across VA auditor and analyst communities
- Ensure contractor compliance with VA security, privacy, personnel, and reporting requirements (VA Handbook 6500, 0710, HIPAA/BAA)
Minimum Qualifications- 10+ years of progressive federal IT program management experience; PMP or equivalent strongly preferred
- Demonstrated experience managing SaaS, data analytics, or health IT programs for VA, CMS, or comparable federal health agencies
- Deep familiarity with VA OIT governance frameworks: VIP Guide, PLM Playbook, PAL processes
- Experience managing programs involving FedRAMP authorization and VA ATO processes
- Prior experience with VA Community Care, payment integrity, claims processing, or healthcare FWA programs strongly preferred
- Strong executive communication skills; ability to brief senior VA government officials and COR/CO on program status and risk
- Ability to obtain and maintain Public Trust (Tier 2 / Moderate Risk) background investigation
Differentiating Experience (Preferred)- Prior VA OIT program management with knowledge of IVC, VHA Community Care payment workflows
- Experience implementing agile delivery within VA VIP/PLM framework
- Background in payment integrity, fraud/waste/abuse detection, or CMS reimbursement compliance environments
- Familiarity with VA stakeholder ecosystem: IVC leadership, OIT, OIG, and PMO relationships
