Full-Time Program Manager - USSOCOM Hybrid

Position Overview
The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

The purpose of this contract is to provide contractor support personnel to assist the Acquisition Logistics Directorate (ALD) in implementing and systematically maintaining the Enterprise Logistics Management System (ELMS) Warehouse, Maintenance & Utilization (M&U), Inventory Control Point (ICP), Property Accountability (PA), and Materiel Management modules across all Special Operation Forces' supply support activities.

Essential Job Function
  • Directs and oversees the ELMS program manpower effort including real-time tracking and effective management of numerous ongoing activities, personnel, and requirements.
  • Assists in the validation of cost proposals and works closely with the subcontractor to ensure all project objectives are met as defined by contract statements of work.
  • Provides COR with reporting requirements as required per contract.
  • Ensures timely recruitment and onboarding of new hires IAW USSOCOM personnel guidelines.
  • Ensures appropriate management and personnel actions as required by parent company.
  • Provides adequate manpower as required to support multiple concurrent ELMS projects ongoing through conversion period. Develops logistical processes utilizing statistical process control methodology.
  • Create project plans, change management plans, and project risk management plans as required.
  • Employs matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support ELMS implementation in a fast-paced and fluid environment.
  • Employs the entire Microsoft Office Suite capability to produce manage workload requirements and provide administrative work products.
  • Actions the Government's intent with little to no direct guidance to achieve objectives.
  • Ensure all personnel are current with any APSR required training.
  • Oversee ELMS program work scheduled including real time tracking and effective management of numerous ongoing activities.
  • Conduct pre-project planning as needed for multiple ongoing programs.
  • Create project plans as needed.
  • Execute day-to-day management and administration of contract personnel.
  • Assign support responsibilities and supervise all task efforts.
  • Utilize, control and re-direct contractor workforce as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints.
  • Perform quality checks on all work products and interact continually with Government Contracting Officers Representatives (COR) and any appointed Technical Representative (TR).
  • Discuss concerns and ensure total product/service satisfaction with customer.
Minimum Qualifications
  • Require Secret Clearance on day one of performance
  • Master's Degree in any Business-related field OR any bachelors degree and additional 5 years (total 15 years) in DoD organizations, as military or government civilian OR similarly situated government OR commercial organization.
    Minimum 15 Years of combined experience with DOD or other federal agency in Financial Management, Program Management, IT, Material Management or Logistics, INCLUDING:
  • Minimum 5 years Program/Project Management experience
  • Certified as Program/Project Management Professional (PMP) or **DAWIA Level III PM certifiicaton or additional 5 years' (total of 10 years) Program/Project Management experience on a DoD contract.
    Must be proficient in Microsoft Office Suite
  • **DAU Lifecycle Logistics Level I certified
