Summary

This position resides within the Secretariat for Special Operations (SSO), Office of the Assistant Secretary of War for Special Operations and Low-Intensity Conflict (OASW(SO/LIC)). Under 10 U.S.C. §§ 138 and 167, the ASW(SO/LIC) is the principal civilian advisor to the Secretary of War for special operations and oversees SOF readiness, resources, equipment, and civilian personnel.

Incumbent typical work assignments may include the following:

  • Directs and integrates enterprise business operations programs, including financial management, contracting, human resources, information technology, logistics, facilities, and administrative services.
  • Advises senior leadership on organizational strategy, resource allocation, workforce planning, and operational initiatives to achieve mission objectives.
  • Oversees budget formulation, execution, internal controls, and financial stewardship to ensure compliance with federal laws, regulations, and organizational priorities.
  • Provides executive oversight of contract management activities, ensuring effective planning, execution, risk management, and regulatory compliance.
  • Leads and supervises a multidisciplinary workforce, establishing priorities, improving business processes, and implementing organizational efficiencies to enhance mission performance.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS 15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level (GS14) in the Federal service that demonstrates the ability to: 1) Experience leading enterprise business operations programs involving the integration of financial management, contracting, human resources, information technology, and administrative support functions, 2) Experience providing strategic advice and recommendations to senior executives on resource management, organizational planning, workforce management, and mission support operations, AND 3) Experience overseeing multi-disciplinary teams and managing organizational performance, business processes, and operational improvements across multiple functional areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
