Summary

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Business Management Office (BMO) located in Kansas City, MO..

The primary purpose of the position is to serve as a central point of contact for one or more substantive executive/senior level program and project management for assigned program(s), project(s), and initiative(s) ensuring optimum delivery of program(s) and service(s) that meet Mission Area requirements.

  • Serves as a recognized expert and consultant for a broad range of requirements throughout assigned programs such as the Landmark Program, a multi-year IT project program with a budget of equal to or in excess of $1 billion.
  • Advises on critical requirements pertinent to FPAC's mission, internal management processes, and overall program administration.
  • Proposes, executes, and designs critical FPAC requirements related to a program.
  • Develops program/project management statutory and regulatory policy, authorities, and responsibilities to be administered and implemented throughout the Landmark Program and similar programs.
  • Partners with internal FPAC executive and senior leadership to ensure critical requirements are met.
  • Ensures FPAC Leadership receive complete, accurate, and timely reports and updates.
  • May serve as Certified Contracting Officer's Representative (COR) or Program Manager for a Contract.
  • Duties include but are not limited to the following: developing Statements of Work (SOW), understanding of contract clauses based on laws; policy, and procedures contained in Federal Acquisition Regulations (FAR), and other directive(s).

Specialized Experience Requirement

For the GS-15grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:

  • Experience in acquisition, procurement, and program management field sufficient to administer, coordinate, and resolve complex questions or problems key to program operations;
  • Using quantitative and qualitative techniques in: gathering statistical data; generating comprehensive reports; evaluating and interpreting large volumes of records and reports;
  • Utilizing various automated tools, databases, and websites providing policy, statutory and reference information and guidance pertinent to executing acquisition, procurement, and program management functions such as eBusiness systems, contracting, purchasing e-Tools, procurement systems and websites (e.g., FedBizopps, USDA Integrated Acquisition System (IAS), etc.).


Education cannot be substituted for experience at the GS-15 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
