- Supervise a large, diverse staff to include subordinate supervisors, engineering, administrative, skilled trades, program analysts, and contractors.
- Manage the overall development, execution, and fiscal management of a navigation program that exceeds $45M annually to ensure maximum benefit of available funds.
- Direct preparation and approve multi-year long and short-range work plans and associated budget estimates.
- Develop final budget plans for submittal to HQ by the District Commander for all project requirement areas.
- Coordinate, through key professional engineering staff, field level determinations on engineering matters concerning improvements or additions to existing navigation facilities.
- Provide technical, and programmatic, expertise and regional interface for design, construction, and rehabilitation/maintenance of a diverse range of navigation projects.
- Monitor the execution of planned actions and intervene on an exception basis, such as changes in priorities based on mission requirements and allocation of funds.
- Establish trusted relationships with towing companies, shippers, industry associations, and waterway partners and stakeholders.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes managing a navigation program of significant scope and complexity; direct experience in supervising a diverse staff; exercising fiscal control over a large budget; and coordinating with multiple internal and external navigation customers and stakeholders to achieve an organization's strategic objectives.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
