DescriptionQuantum Sky is searching for aProgram Managertojoin ourTeam to leada large, multi-site Department of Defense IT and Cybersecurity program in support of the F-35 Lightning II Joint Program Office. As the senior Program Manager, you will be responsible for overseeing all aspects of program delivery, including cost management, scheduling, performance, staffing, subcontractor integration, risk mitigation, quality assurance, and ensuring customer satisfactionthrough delivery ofmission-ready, secure, and reliable servicesacrossthe Joint Virtual Environment (JVE).
This key role requires proven experience managing complex enterprise IT programs, strong financial acumen,expertisein transition planning, governance, and contracting. Onsite presence in Arlington, VA isrequired. Travelwill berequiredto support programobjectivesworldwide.
Responsibilities:
- Take full ownership of the end-to-end program delivery, ensuring strict adherence to the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). Monitor and manage all deliverables to consistently meet or exceed established performance standards and surveillance measures, including regular reviews and audits tovalidatecompliance and address deficiencies proactively.
- Act as the primary point of contact for the Contracting Officer (CO), Contracting Officer27s Representative (COR), and Technical Point of Contact (TPOC). Maintain ongoing, transparent communication channels through frequent status updates, formal briefings, and issue escalation procedures, ensuring any concerns or risks are promptly surfaced and resolved to foster trust and partnership.
- Take full ownership of the end-to-end program delivery, ensuring strict adherence to the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). Monitor and manage all deliverables to consistently meet or exceed established performance standards and surveillance measures, including regular reviews and audits tovalidatecompliance and address deficiencies proactively.
- Lead a team of50 to 150personnel, ensuringoptimalstaffing levels and effective team coordination to meet programobjectivesand maintainhigh performancestandards.encompasses program managers, technical specialists, service desk staff, cybersecurity professionals, and support personnelrequiredto deliver comprehensive IT services. The actual number may vary according to task requirements, operational demands, and government site coveragedepending on the complexity, scope, and number of locations supported.
- Oversee and direct daily operations across multiple technical domains, including telephony and audiovisual systems, Network Operations and Security Center (NOSC), network infrastructure, enterprise applications, both on-premises and cloud-based (Azure IL-5), Software-as-a-Service (SaaS) platforms, service desk functions, andknowledge management. Coordinate cross-functional teams to ensure seamless service delivery, rapid incident response, and continuous improvement in operational efficiency.
- Embed IT Service Management (ITSM) and IT Infrastructure Library (ITIL) best practices throughout the service lifecycle, encompassing Strategy, Design/Transition, Operations, and Continual Service Improvement (CSI). Lead and activelyparticipatein Change Advisory Board (CAB), Technical Review Board (TRB), Emergency CAB (ECAB), and service review meetings,facilitatingstructured change management and risk mitigation processes.
- Establish and enforce Service Level Agreements (SLAs), Service Level Objectives (SLOs), Key Performance Indicators (KPIs), and operational dashboards. Routinely analyze performance data,identifygaps or underperforming areas, implement corrective actions, and drive continual improvement initiatives tomaintainhigh service quality and customer satisfaction.
- Lead comprehensive access control, configuration, and asset lifecycle management processes,utilizingConfiguration Management Database (CMDB), IT Asset Management (ITAM), and Government Furnished Property (GFP) tracking tools. Ensure license compliance, automate reconciliation of asset records, andmaintainaccurateinventories to support audits and regulatory requirements.
- Guarantee compliance with the Risk Management Framework (RMF) and Joint Special Access Program Implementation Guide (JSIG), conducting continuous monitoring through tools such as ACAS, STIG, and ESS. Manage the Plan of Action & Milestones (POA&M) in the Enterprise Mission Assurance Support Service (eMASS) platform, coordinate incident response activities, andfacilitatetimelyresolution of security events.
- Maintain and document configuration baselines for hardware, software, and network components. Proactivelyidentifyand remediate configuration drift, ensuring all systemsremainaligned with approved standards and operational requirements, and provide updated documentation for audits and compliance reviews.
- Develop and implement Financial Operations (FinOps) practices to provide visibility into program costs, enforce budget controls,optimizeresourceutilization, and perform right-sizing of infrastructure and services. Regularly review financial data, forecast expenditures, and recommend adjustments to maximize efficiency and value.
- Drive robust program governance through quarterly business reviews (QBRs), program management reviews (PMRs), executive reporting, Integrated Master Schedule (IMS) management, issue and risk tracking, and integration of subcontractors. Ensure clear accountability,timelyresolution of challenges, and alignment with strategicobjectivesand contractual obligations.
Performance Metrics & Success Criteria:
- Uptime: 95% monthly for critical services; 90% during operational hours for less-critical services (excluding external outages).
- Continuous Monitoring: ACAS 98% monthly; ESS 95% (90% of the time); STIG reviews quarterly; POA&M updates weekly with quarterly uploads.
- Security Dashboard: weekly updates meeting compliance 75% of the time (monthly measure), aligned to CCRI criteria.
- Quality & Satisfaction:accurate, complete, on-time deliverables; rapid corrective actions; open communications.
Qualifications
Required:
- Education: MA/MS or BA/BS with at least 12 years of relevant experience
- Certification: Current PMP or PMI certification
- Experience: Minimum 10 years leading complex enterprise IT services programs (or 12+ years with BA/BS substitution);demonstratedleadership of multi-functional, multi-site IT programs of comparable size and complexity
- Program Leadership: Proven accountability for cost, schedule, performance, staffing, subcontractor integration, risk, quality, and customer satisfaction
- Financial Management: Experience in forecasting, EACs, budget controls, invoice management, and performance metrics
Desired:
- Prior NAVAIR/F-35 JPO/Naval Aviation or major defense acquisition experience; transition-in; governance (QBRs/PMRs); IDIQ task orders; performance-based services; SLAs/KPIs; subcontract management.
- Transition Experience: Transition-in, staffing ramp-up, incumbent capture, knowledge transfer, continuity of operations
- Governance: Experience with QBRs, PMRs, executive reporting, issue escalation, integrated master schedules
- Contracting: Familiarity with IDIQ task orders, performance-based services, SLAs/KPIs, and subcontract management
Clearance:
- Top Secret/ SCI Eligible.
Location:
- Arlington, VA; onsite presence required with willingness to travelworldwide(25% travel).
Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between 175-225K. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
