Full Job Description
Three Wire Systems is building a team for an anticipated Employee Assistance Program supporting Department of Defense civilian employees worldwide.

This program will help DoD strengthen its workforce by providing:
  • Consultation, counseling, and referrals for employees and family members
  • Concierge services such as appointment scheduling and personalized searches
  • Critical incident support and crisis response
  • Training, educational seminars, and promotional materials
  • Supervisor and management support for handling complex workplace issues

ESSENTIAL JOB FUNCTIONS:
  • Serve as the dedicated Program Manager, working with the DoD/WHS Office of Civilian Human Resources to support all aspects of the program, including workforce demographics, employee work schedules, geographic distribution of employees, employee insurance coverages, specific job performance issues, current disciplinary policies and procedures, and types of personal issues known to be of concern to employees.
  • Develop and recommend guidelines and procedures for identifying and referring employees who need help with personal issues.
  • Oversee the performance of contractor staff and the quality of deliverables, and support the Government with current and emergent program requirements.
  • Review the overall functioning of the program monthly and coordinate needed adjustments with the Contracting Officer's Representative (COR).
  • Review and validate monthly invoices for accuracy before submission through Wide Area WorkFlow, with services identified by DoD Component and by CLIN and sub-CLIN.
  • Manage the continuous quality improvement program and the quarterly reports provided to each agency. Maintaining the Quality Control Plan.
  • Oversee delivery of the monthly status report, quarterly reporting, monthly and annual financial reporting, monthly and annual utilization reporting, and the final report.
  • Ensure the COR is notified in writing when a malpractice claim involving a DoD employee is filed against the contractor, with a copy of the claim forwarded within three (3) workdays of notification, and ensure the COR and the DoD/WHS EAP coordinator or director are notified within 48 hours when an On-site Counselor is reported to the National Practitioner Data Bank.
  • Recommend counselor staffing levels and placement based on agency geographic dispersion, programutilization, and affiliate counselor accessibility; track staff counselor capacity and affiliate counselor utilization; and conduct the annual analysis of staff placement.
  • Attend the post award conference and periodic progress meetings with the Contracting Officer and COR.

Position is performed in Government-provided or contractor-provided office space. Travel may be required. May be requested to work at Government alternate locations during emergencies and emergency exercises.

Minimum/General Experience:
  • Minimum five (5) years of experience in project management, including such areas as budget reconciliation, data management, billing, accounting, and customer service.
  • Proficient in Microsoft Word, Excel, and web-based applications.

Minimum Education/Certification:
  • Master's or equivalent graduate degree, or successful completion of two (2) full years of progressively higher graduate level education leading to a master's degree in business, health care administration, or a related field, or equivalent education.

Additional Eligibility Requirements: Key personnel position. Must be 100% dedicated to this contract, and a signed commitment letter is required. Replacement after award requires written approval from the Contracting Officer. Must be able to obtain a Common Access Card, which requires a National Crime Information Center (NCIC) check, a favorable National Agency Check with Inquiries (NACI), and a favorable FBI fingerprint check. Must sign a Non-Disclosure Agreement. No facility clearance is required.

Position is contingent upon contract award.
