DescriptionPosition Description:Teya Diversified Services, LLC is seeking an experienced
Program Manager to lead routine and emergent building Operations and Maintenance (O&M) services for the Federal Government.
This is a hands-on leadership position responsible for the operational and financial performance of multiple concurrent projects of moderate complexity. The Program Manager will lead employees and subcontractors, manage budgets and resources, maintain strong customer relationships, and ensure work is completed safely, efficiently, and in accordance with contract requirements.
Projects may involve multidisciplinary facility systems, including specialty security, communications, electrical power, fire detection and protection, and other building infrastructure. Work may be geographically dispersed, performed under rigid completion schedules, and require frequent travel.
Duties and Responsibilities:The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
- Lead the execution of multiple federal O&M projects, task orders, and work activities, including routine, preventive, corrective, and emergent requirements.
- Manage program financial performance, including budgets, forecasts, labor, subcontractors, materials, equipment, travel, and other project costs.
- Develop and manage staffing plans and provide leadership, direction, and accountability to employees and subcontractors.
- Plan and coordinate schedules, resources, facility access, materials, equipment, and specialty trades to meet customer requirements and completion schedules.
- Manage subcontractor scope, cost, schedule, safety, quality, invoicing, and performance.
- Oversee CMMS/work order management and monitor KPIs, preventive maintenance completion, backlog, response times, and other performance metrics.
- Serve as a primary management point of contact with Government customers and maintain effective communication regarding performance, schedules, risks, and emergent requirements.
- Ensure work remains within authorized contract scope and identify potential changes or additional requirements for appropriate contractual review.
- Maintain strict standards for safety, quality, compliance, documentation, and customer service.
- Identify operational and financial risks early, develop solutions, and implement corrective actions.
- Coordinate mobilization and travel of personnel, including lodging, transportation, and per diem.
- Collaborate with Contracts, Accounting, Project Controls, HR, Safety, Procurement, and other Teya resources to support successful program execution.

Required Qualifications and Experience:To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. - Bachelor's degree in engineering, construction management, facilities management, business administration, or a related field.
- Minimum of seven (7) years of progressively responsible experience in operations, facilities management, construction, maintenance, engineering, program management, or a related field.
- A valid driver's license and the ability to meet company requirements for operation of company or rental vehicles are required.
- Significant operations and management experience with the ability to manage multiple concurrent projects of moderate complexity.
- Demonstrated experience managing budgets, project costs, staffing, subcontractors, schedules, and operational resources.
- Experience with building O&M, facility maintenance, construction, repair, or similar technical services.Strong financial, organizational, problem-solving, decision-making, and communication skills.
- Ability to lead effectively in a fast-paced environment with changing priorities, emergent requirements, and rigid completion schedules.
- Strong commitment to safety, quality, accountability, and customer service.
- Proficiency with Microsoft Office and systems used for project, financial, work order, or maintenance management
Preferred Qualifications- Federal Government O&M, facilities, construction, or technical services experience.
- Experience managing multi-site or geographically dispersed operations.
- Experience with CMMS platforms and contract KPIs/performance reporting.
- Familiarity with federal contracting and Federal Travel Regulation (FTR) requirements.
Experience with specialty security, communications, electrical power, fire detection/protection, or similar facility systems. - PMP, CFM, OSHA 30-Hour, or other relevant professional certification.
Travel and Other Requirements This position requires frequent travel, including overnight, short-notice, and potentially extended travel based on project and customer requirements. The Program Manager must be capable of effectively managing employee mobilization, travel logistics, and per diem while maintaining appropriate cost controls.
A valid driver's license and the ability to meet company requirements for operation of company or rental vehicles are required.
Employment and assignment to specific federal contracts or project locations may be subject to federal background investigation, security, suitability, credentialing, badging, or site-access requirements, as applicable to the respective contract, customer, or project. The employee must be able to obtain and maintain any required eligibility, credentials, or access for assigned work.
