Full Job Description
POSITION DESCRIPTION

T. White Parker is seeking a Program Manager to serve as the single point of contact for a task order supporting a federal civilian agency's IT policy oversight, portfolio management, and program management functions. The Program Manager leads task leads and supporting staff across all task areas - IT portfolio management, program and project management support, and strategic portfolio communications - and is accountable to the client's Contracting Officer's Representative (COR) for the overall cost, schedule, and quality of contract performance.

PRIMARY DUTIES AND RESPONSIBILITIES

Program Leadership & Client Engagement
  • Serve as the single point of contact and Key Personnel Program Manager for the task order, overseeing all task areas and supporting staff
  • Participate in and lead the project kick-off meeting and recurring status meetings with the client, including introductions of contractor and government staff, agreement on meeting schedules, and agreement on delivery dates
  • Conduct presentations and briefings to various audiences as requested by the client
  • Coordinate and facilitate program and project management meetings, including pre- and post-meeting activities and documentation

Program Delivery & Quality Oversight
  • Provide program management, project coordination, integration, and governance support across the IT solution lifecycle and technology integration efforts
  • Support the client's implementation of FITARA and other federal IT management mandates across all task areas
  • Monitor and report on cost, schedule, and quality performance across the task order, escalating risks and issues to client leadership as needed
  • Provide oversight and quality review of all deliverables prior to submission to ensure completeness and alignment with requirements
  • Prepare and submit monthly Accomplishment Reports detailing work completed, personnel changes, project risks, milestones achieved, and a look-ahead to upcoming activities

Staffing, Personnel & Contract Management
  • Oversee staffing, onboarding, and performance of assigned personnel
  • Prepare and manage engagement budget and forecast as well as staffing utilization and forecast.
  • Ensure contract compliance and adherence to all related FAR or other regulations.
  • Support other duties as assigned by Corporate.


MINIMUM POSITION REQUIREMENTS

Education & Experience
  • Master's degree in Business Administration, Public Administration, Information Technology, or a related field
  • Project Management Professional (PMP) certification
  • Minimum of 10 years of program/project management experience, including at least 8 years managing federal government IT or professional services contracts
  • Experience supporting IT portfolio governance, CPIC, or IT financial management programs
  • Familiarity with FITARA and OMB IT investment oversight requirements
  • Demonstrated experience serving as a single point of contact on a federal task order or contract
  • Proficiency in presenting and reporting in both Microsoft Suite and Google Platform
  • Ability to obtain and maintain a Public Trust security clearance/suitability determination
  • Ability to work in the U.S. without sponsorship

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

This position operates primarily in a professional office environment at the client site in Washington, D.C., involving prolonged periods of sitting and computer use along with regular use of standard office equipment. The role may require occasional standing, walking, bending, reaching, and lifting of up to 15 pounds, and occasional local travel within the Washington, D.C. metropolitan area for meetings or events.
