Program Manager Classification Key Personnel (Prime-Designated) Salary $80,000-$85,000 Location Remote Security Clearance DHS Public Trust (MBI) required; U.S. Citizenship required Place of Performance On-site or Remote POSITION OVERVIEW SCC is seeking a skilled Program Manager to serve as the senior acquisition lead overseeing all contractor personnel supporting OAS/OSSAM. This role manages workflow, quality, compliance, and performance across all assigned acquisition actions. The PM ensures timely execution of pre-award, solicitation, evaluation, award, and post-award activities, while maintaining strict adherence to FAR, HHSAR, CDC policies, and PWS requirements. This position coordinates deliverables, resolves issues, ensures staffing continuity, and maintains high-quality contract support throughout the acquisition lifecycle. KEY DUTIES AND RESPONSIBILITIES • Lead/manage Contract Specialists and overall OAS/OSSAM acquisition workload. • Maintain workflow, staffing continuity, quality control, and compliance. • Conduct/document market research; provide historical procurement data. • Draft/edit RFPs, RFQs, IFBs, D&Fs, memos, checklists, and solicitation packages. • Prepare solicitation notices (SAM.gov, GSA eBuy, NITAAC, NASA SEWP). • Prepare 8(a) offering letters; coordinate with SBA and GWAC agencies. • Input documents into SBCX; support pre-proposal conferences. • Facilitate technical/past performance evaluations and scoring. • Conduct price/business analysis and negotiation documentation. • Prepare award documents, FPDS entries, notices, and debriefings. • Process unilateral/bilateral modifications; prepare option notices. • Perform de-obligations; ensure accurate terms/conditions. • Create/deliver ICE procurement files within 10 days of action completion. • Deliver monthly, bi-weekly, weekly (Q4) reports and procurement files to COR. MINIMUM QUALIFICATIONS (PWS-REQUIRED) • Bachelor's degree. • 7+ years in program management, contracting, or acquisition planning. • FAC-C or DAWIA Certification (minimum 5 years). • Previous ICE experience preferred. • Proficiency with ICE, SBCX, FPDS, FAR, HHSAR, and CDC policies. PREFERRED / DESIRED QUALIFICATIONS • Experience supporting OAS/OSSAM or similar federal acquisition offices. • Experience leading multi-person acquisition teams. • Strong issue-resolution and workflow management capability.
