Job Summary

We are seeking a Program Manager, Specialty Care Program Management Support, functioning as a Task Order and Project Management professional, to provide high-level programmatic support to the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Specialty Care Program Office. In this role, you will lead and coordinate complex program and project management activities across an integrated federal healthcare system, ensuring the successful planning, execution, and closeout of targeted specialty care initiatives aligned with VHA mission priorities. This position requires a seasoned professional capable of navigating the policies, stakeholders, and operational demands inherent within a large, complex federal healthcare environment. The ideal candidate is a highly organized, strategic thinker with a proven track record of driving program outcomes and motivating high performing teams within complex, matrixed organizations, someone who thrives in a fast-paced federal consulting environment, supports highly reliable outcomes, and communicates effectively with internal and external customers, including clinical, operational, and executive leadership stakeholders.

Primary Responsibilities

Serves as the primary Task Order Manager responsible for the full lifecycle of program and project management activities, including planning, initiating, executing, monitoring, and closing out deliverables in support of the VHA Specialty Care Program Office. Assists VA leadership in the execution of targeted program goals by developing and maintaining detailed project plans, integrated master schedules, risk registers, and performance dashboards aligned with VHA strategic priorities. Facilitates coordination across interdisciplinary teams, federal stakeholders, and contractor personnel to ensure program milestones are met on time, within scope, and in compliance with federal contracting and VA policy requirements. Develops, reviews, and delivers high-quality programmatic artifacts including status reports, briefings, standard operating procedures (SOPs), and executive-level presentations for VHA Specialty Care leadership and program sponsors. Identifies program risks, issues, and dependencies; leads root cause analyses; and recommends and implements corrective action plans to ensure continuity and performance of specialty care program operations. Supports change management, stakeholder engagement, and communications planning efforts to drive adoption of program initiatives across the integrated VHA health care system, including coordination with VA Central Office, VISNs, and facility-level stakeholders.

Minimum Qualifications

Minimum of 10 years of experience in healthcare program and project management, including planning, initiating, managing, executing, and closing out programs within an integrated health care system. Master's Degree required in Healthcare Administration, Public Health, Business Administration, Program Management, or a closely related field. Minimum of 6 years of experience supporting a large corporation or federal government agency, with demonstrated ability to manage complex, multi-stakeholder programs in a government or federal healthcare contracting environment. Ability to obtain and maintain a VA Position of Public Trust (MBI or higher) and comply with all VA IT security, privacy, and access requirements, including completion of required VA onboarding and training. Must be legally authorized to work in the United States without sponsorship; U.S. citizenship may be required to meet federal security and VA access standards. Active Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent certification of similar rigor, is required and must be maintained in good standing throughout the duration of the task order.

Desired Qualifications

• Prior direct experience supporting Veterans Health Administration (VHA), Veterans Affairs (VA) Central Office, or a Veterans Integrated Service Network (VISN)-level program office in a federal contracting capacity.

• Familiarity with VHA Specialty Care service lines, VHA Directives, and VA clinical program governance structures.

• Experience with VA-specific project management and reporting tools such as the VA Project Management Accountability System (PMAS) or similar federal portfolio management platforms.

• Knowledge of federal acquisition regulations (FAR) and task order management within a cost-reimbursable or T&M contracting vehicle.

• Experience applying Agile, Lean, or other iterative program management methodologies within a federal health IT or clinical operations environment.
