Meta is seeking a Program Manager to join our Integrity Risk Assessment team, focused on pre-launch regulatory risk assessment of new products and features. In this role, you will conduct structured risk assessments to identify user-safety and regulatory risks before products ship, helping Meta meet obligations under the EU Digital Services Act, UK Online Safety Act, Australian Online Safety Act, and EU AI Act. You will operate the team's assessment intake pipeline, apply established assessment methodologies and templates, and deliver risk and control analyses, risk memos, tiering assessments, and formal risk assessment reports against externally imposed regulatory deadlines. You will also operate AI-assisted and agentic assessment tooling and perform the human review of outputs required for audit and regulatory defensibility. This role requires strong analytical capability, deep familiarity with online safety regulations, and the ability to author written risk assessments that withstand scrutiny from regulators and external auditors.

Responsibilities

Execute pre-launch integrity risk assessments of new products and features to identify regulatory and user-safety risks before launch
• Operate the team's assessment intake pipeline, triaging incoming assessment requests and ensuring timely delivery against regulatory deadlines
• Apply established assessment methodologies and templates to deliver risk and control analyses, risk memos, tiering assessments, and formal risk assessment reports
• Operate AI-assisted and agentic assessment tooling and perform human review of outputs to ensure audit and regulatory defensibility
• Author clear, well-reasoned written risk assessments and risk ratings that can withstand scrutiny from regulators, external auditors, and internal stakeholders
• Defend risk positions under pushback from business and product partners when the evidence supports the assessment
• Partner with legal, policy, product, and engineering teams to gather information needed for assessments and communicate risk findings
• Communicate assessment results, risk ratings, and mitigation recommendations to cross-functional partners through structured written deliverables
• Adapt existing risk assessment frameworks to address novel product challenges and evolving regulatory requirements
• Maintain accurate assessment documentation to support audit readiness and regulatory compliance

Minimum Qualifications
• 6+ years of experience in risk assessment, regulatory compliance, program management, or a related discipline focused on pre-launch or upstream risk evaluation
• Hands-on experience conducting or authoring risk assessments under at least one online safety or platform content regulation (e.g., EU Digital Services Act, UK Online Safety Act, Australian Online Safety Act, EU AI Act, or similar frameworks)
• Familiarity with user-facing integrity harm domains such as child safety, fraud and scams, self-harm, or youth safety
• Demonstrated experience authoring written risk assessments, risk ratings, or regulatory filings that must withstand external scrutiny
• Experience analyzing complex regulatory requirements and translating them into structured assessment criteria and risk findings
• Experience influencing decisions and driving alignment across cross-functional stakeholders including legal, policy, product, and engineering partners

Preferred Qualifications
• Experience operating or reviewing outputs from AI-assisted assessment or analysis tools
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Experience with pre-launch product review processes or risk-based product governance programs
• Experience assessing risk on consumer technology platforms at scale
• Track record of maintaining risk positions under pressure when evidence supports the assessment
• Experience engaging with or preparing materials for external regulators and auditors
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
