**This position is for upcoming work and is contingent upon task award/funding.

** This will be an onsite position in Reston, VA.

Noblis is seeking an experienced Program Manager with strong software development, cloud delivery, and technical program leadership experience to support a Department of War client responsible for managing information associated with developmental medical countermeasures.

In this role you will lead the planning, development, integration, deployment, and sustainment of software products used to collect, organize, analyze, and communicate scientific, technical, regulatory, and programmatic information. The successful candidate will work closely with government stakeholders, software engineers, cloud architects, cybersecurity professionals, data specialists, product owners, and scientific subject-matter experts to deliver secure, reliable, and mission-focused capabilities in military cloud environments. This position requires a hands-on technical leader who understands modern software development practices, can manage complex delivery roadmaps, and has experience guiding products through authorization, deployment, and operational use within Department of War cloud and cybersecurity environments.

Key Responsibilities
  • Serve as the primary project management interface for government program leadership, product owners, technical teams, cybersecurity personnel, mission partners, and contractor staff.
  • Lead the planning and execution of software development, integration, deployment, operations, and sustainment activities across the full development lifecycle.
  • Monitor scope, cost, schedule, technical performance, product quality, cybersecurity compliance, and delivery risk.
  • Coordinate software deployments into environments such as Amazon Web Services, Microsoft Azure, or government-authorized cloud platforms, including development, test, staging, production, and continuity-of-operations.
  • Coordinate cybersecurity, system engineering, and compliance activities required to deploy and operate software within Department of War environments.
  • Manage dependencies across software teams, cloud platform providers, cybersecurity organizations, external systems, and government stakeholders.
  • Lead staffing, onboarding, subcontractor coordination, resource planning, and contract-management activities.

Required Qualifications

Bachelor's degree in computer science, software engineering, information systems, engineering, project management, business administration, or a related field.
  • A minimum of 8 years of relevant professional experience, including at least 3 years leading software development, cloud delivery, systems integration, or technical product delivery, and 2 years of people management experience.
  • Strong working knowledge of modern software development practices, software architecture, application integration, databases, application programming interfaces, and automated testing.
  • Experience supporting software deployment within Department of War, federal, regulated, or high-security environments and with the Risk Management Framework and Authority to Operate lifecycle.
  • Knowledge of DevSecOps concepts, continuous integration and continuous delivery pipelines, automated security testing, source-code management, and release automation.
  • Must be a U.S. citizens with an active Top Secret Clearance, and abillity to obtain a TS/SCI.

Desired Qualifications

  • Certifications: Project Management Professional, Certified ScrumMaster, PMI Agile Certified Practitioner, SAFe, or comparable Agile certification.
  • Master's degree in computer science, software engineering, information systems, engineering, business administration, or a related field and 8 years experience.
  • Experience deploying software into Department of War cloud environments, including Impact Level 4, Impact Level 5, or other controlled and classified hosting environments.
  • Experience with infrastructure-as-code tools such as Terraform, CloudFormation, Ansible, or comparable technologies and DoW enterprise identity, access-management, data, or collaboration services.
  • Familiarity with organizations involved in defense health, medical research and development, force health protection, or medical product acquisition.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $160,800.00 - USD $251,325.00 /Yr.
