Qualifications

• 5-7 years of program management experience in government contracting, particularly for OCONUS operations.
• Exceptional written and verbal communication skills for clear information delivery.
• In-depth knowledge of the acquisition lifecycle and FAR/DFARS regulations.
• Preferred familiarity with Army procurement processes and logistics.
• Background in the Department of Warfare or biometrics collections communities is advantageous.
• Demonstrated leadership and management proficiency under high-pressure scenarios.
• Strong networking and relationship-building skills with diverse stakeholders.

Responsibilities

• Lead operational orders adhering to PWS standards and contract terms.
• Develop and execute program management plans, optimizing schedules and resources.
• Recruit and train personnel in CONUS and OCONUS areas for effective team operations.
• Manage project budgets, ensuring alignment with contract provisions.
• Oversee invoicing and financial reporting to ensure cost control and fiscal accountability.
• Assess and mitigate program risks in all operational areas.
• Ensure compliance with local laws and security measures in international settings.
• Implement security protocols for personnel, data, and equipment in high-risk environments.
• Facilitate coordination with military and diplomatic entities for operational support and security.
• Act as the primary liaison to the Contracting Officer's Representative for effective communication.
