Program Manager - Security & Adjudicative Support Services

The Program Manager serves as the primary leader for a high-volume, high-complexity security and adjudication program for the Intelligence Community. The PM is the principal liaison between the Contractor and the Government, reporting directly to the Contracting Officer's Technical Representative (COTR). This role requires a hands-on leader capable of managing personnel, financials, and performance quality while ensuring strict adherence to the Statement of Work (SOW) and Program Management Plan (PMP).

Responsibilities:
  • Operational Control: Plan, organize, and direct all activities. Ensure requirements are delivered IAW the Program Management Plan (PMP) with a focus on efficiency, timeliness, and quality.
  • Program Management Reviews (PMR): Lead monthly PMRs (CDRL-006) to discuss performance, status reports, and contract topics with the COTR and CO.
  • Delivery Management: Ensure all SOW requirements are delivered in accordance with the Program Management Plan (PMP), prioritizing efficiency, timeliness, and quality.
  • Stakeholder Liaison: Serve as the primary point of contact for the COTR regarding all aspects of contract management, performance, personnel security, and invoicing.
  • Cost Control: Maximize cost reduction opportunities and minimize delays between cost incurrence and invoicing (ensuring minimal accrual and accurate billing).
  • Cost Efficiencies: Actively identify and recommend automated tools, process improvements, or SOP changes that reduce costs or increase efficiency. Submit cost-analysis proposals for these improvements to the CO/COTR.
  • Reporting: Manage the preparation and submission of all Contract Data Requirements List (CDRL) deliveries.
  • Staff Management: Provide full oversight and monitoring of contractor personnel, ensuring they are qualified and that potential personnel problems are pre-empted.
  • Task Coordination: Consult with Task Managers for problem resolution, task scheduling, resource allocation, and training needs.
  • Performance Standards: Ensure tasking guidance from the Government is unambiguous and that all tasks are completed within established deadlines.

Minimum Requirements:
  • Active TS/SCI w/ FSP
  • Bachelors Degree 3+ years as a Program Manager for a program similar technical scope and complexity; or High School Diploma 6+ years serving as a Program Manager and Technical lead for a program of similar technical scope and complexity
  • Knowledge of ICD 704 regulations and the clearance adjudication process.
  • Experience developing risk management plans and ITIL-based incident reporting systems.
  • Advanced ability to lead diverse teams and brief senior Government officials.
  • Experience with personnel security clearance actions to include adjudication of initial applicants, industrial contractors and periodic reinvestigations of staff employees, detailees and industrial contractors.
  • Familiarity with personnel security tools (ex. Scattered Castles, iSTARS, STARgate, DISS)
