Description

SAIC is seeking a highly skilled and experienced Program Manager to lead, plan, and execute government contracts within our organization supporting the Department of Defense (DoD). The ideal candidate will ensure contract compliance, foster customer relationships, guide cross-functional project teams, and deliver high-quality results within defined scopes, timelines, and budgets. This role requires a strong understanding of federal government contracting processes, regulations (e.g., FAR/DFARS), and experience managing multidisciplinary, high-priority programs in support of mission-critical objectives.

Key Responsibilities:
  • Serve as the primary point of contact between government clients, internal teams, and subcontractors, ensuring seamless communication and execution of program requirements.
  • Manage all phases of program lifecycles - initiation, planning, execution, monitoring, and closure - while ensuring adherence to program objectives, budgets, and schedules.
  • Oversee project deliverables, timelines, and quality control, ensuring compliance with contract terms and conditions, including FAR/DFARS and other applicable regulations.
  • Lead cross-functional program teams by facilitating collaboration between engineering, logistics, finance, and management.
  • Mitigate risks through proactive issue identification, developing actionable risk management plans, and responding to issues to minimize impact on program deliverables.
  • Monitor program metrics, budgets, timelines, resource allocation, and overall performance. Provide accurate and timely reports to senior leadership, stakeholders, and clients.
  • Lead and support proposal development efforts for new and recurring contracts, including creating program management plans, cost estimations, and technical approaches.
  • Provide oversight for subcontractors and vendors, ensuring alignment with project goals and contract requirements.
  • Stay up to date with DoD policies, security protocols, and acquisition reform initiatives.
  • Foster strong, positive relationships with government customers and stakeholders to ensure satisfaction and successful contract execution.

Qualifications

Required Qualifications:
  • Education: Bachelor's degree in Business Administration, Program/Project Management, Engineering, or related field (Master's degree preferred).
  • Experience: Minimum 8 years of experience managing DoD/government programs, with at least 5 years leading large programs (>10M annual budget).
  • Demonstrated experience managing the full program lifecycle, including budgeting, scheduling, customer engagement, and risk management.
  • In-depth knowledge of federal acquisition systems and regulations (FAR/DFARS compliance essential).
  • Proven capability in managing cross-functional teams, subcontractor performance, and vendor relationships.
  • Demonstrated financial acumen with experience preparing budgets, forecasts, and financial reports.
  • Excellent communication, negotiation, and problem-solving skills.
  • Interim secret clearance required to start with the ability to obtain a secret clearance. SAIC will sponsor the clearance process.
  • Candidate must be a US Citizen.
Preferred Qualifications:
  • Project Management Professional (PMP), DAWIA certification, or equivalent.
  • Master's Degree in Business Administration (MBA) or a technical field.
  • Active Secret, Top Secret, or other relevant government security clearance.
  • Familiarity with Agile/SAFe methodologies for project delivery.
  • Knowledge of specific DoD domains (Cybersecurity, Intelligence, Space, Air, Maritime, etc.).
Work Environment/Other Requirements:
  • Travel requirements: [e.g., 10-25% annually depending on operational needs].
  • Must be a U.S. citizen with the ability to obtain and maintain a DoD clearance if not already in possession of one.
  • Must be willing to adhere to all company and government security, ethics, and compliance standards.
