Program Manager / Project Manager

Clearance Required: TS/SCI
Certifications Required: PMP
Location: In-Office, reside within 50 miles of Arlington, Virginia
Salary Range: $80,000 - $150,000 DOE

Position is contingent upon contract award.

Ops Tech Alliance is seeking a Program Manager (Project Manager) to lead and coordinate complex contract support for a national security customer. This role is responsible for overall program execution, staffing, performance, risk management, and coordination across multiple teams and interconnected projects. The Program Manager will serve as a key point of contact with Government leadership and ensure work is completed on time, meets contract requirements, and supports the customer's mission.

Responsibilities

  • Lead the day-to-day execution and overall performance of a complex federal contract or program.
  • Serve as a primary point of contact for Government Program Managers, stakeholders, task leads, and program personnel.
  • Develop and manage staffing plans, workforce requirements, schedules, priorities, and program resources.
  • Provide strategic direction to multiple teams and keep interconnected projects aligned with customer objectives.
  • Track program performance, milestones, deliverables, risks, staffing, and contract requirements.
  • Partner with task leads to keep work on schedule and ensure deliverables meet Statement of Work requirements.
  • Identify program risks, dependencies, and challenges and develop clear risk mitigation and corrective action plans.
  • Prepare and present program status reports, executive briefings, performance updates, and recommendations to Government leadership.
  • Apply project management, performance management, and change management principles across the program.
  • Coordinate competing priorities and help teams quickly respond to changes in mission or customer requirements.
  • Drive accountability, communication, and collaboration across technical, operational, and management teams.
  • Support continuous improvement efforts that strengthen program delivery, quality, and customer satisfaction.

Required Qualifications

  • Active TS/SCI security clearance.
  • 10+ years of experience as a Program Manager, Project Manager, or in another senior leadership role supporting complex programs.
  • Current Project Management Professional (PMP) certification or substantial project management experience.
  • Proven experience managing complex federal contracts, Government programs, or mission-critical projects.
  • Demonstrated experience developing and implementing staffing and workforce plans.
  • Experience leading multiple teams, task leads, workstreams, or interconnected projects.
  • Strong knowledge of program management, project management, performance evaluation, and change management.
  • Demonstrated ability to manage scope, schedule, staffing, deliverables, performance, dependencies, and risk.
  • Experience identifying risks and presenting clear mitigation strategies to Government or senior stakeholders.
  • Strong experience preparing and presenting executive-level reports, briefings, dashboards, and program updates.
  • Excellent leadership, communication, problem-solving, decision-making, organization, and stakeholder management skills.

Desired Qualifications

  • Experience supporting the Intelligence Community, Department of Defense, Department of Homeland Security, or other national security organizations.
  • Experience managing programs in classified, high-security, or mission-critical environments.
  • Experience working directly with Government leadership.
  • Experience with Federal Government contracting, task order management, contract deliverables, performance metrics, and program reporting.
  • Experience managing staffing, recruiting, retention, resource allocation, quality, risk, and schedule performance.
  • Experience leading cross-functional, technical, operational, or geographically dispersed teams.
  • Familiarity with Microsoft Project, Excel, PowerPoint, SharePoint, dashboards, collaboration tools, or other program management systems.
