JOB SUMMARY:

The Program Manager - Product Engineering is a strategic enterprise leadership role responsible for shaping, mobilizing, and delivering high-priority product engineering initiatives, innovation portfolios, and transformation programs within SE Health. This role connects enterprise strategy, business capabilities, technology and external ecosystems to achieve measurable outcomes and scalable solutions.

The Program Manager - Product Engineering provides end-to-end leadership for complex, enterprise-wide initiatives spanning multiple departments, technologies, and external partners. Although direct reports may be limited, the role carries substantial organizational influence through matrix leadership, executive alignment, strategic decision support, and ecosystem coordination. The position requires enterprise judgment, systems thinking, change leadership, and the ability to establish and scale innovative capabilities aligned with SE Health's strategic objectives.

JOB RESPONSIBILITIES:

Strategic Initiative & Portfolio Leadership:
  • Own and lead the strategic design, execution, evaluation, and scale-up of enterprise initiatives, pilots, and transformation portfolios.
  • Translate executive strategy into integrated delivery roadmaps, governance structures, investment recommendations, milestones, and measurable outcomes.
  • Direct program governance, delivery risk management, dependencies, benefits realization, and executive reporting for highly visible enterprise initiatives.
  • Develop strategic business cases, investment analyses, decision papers, and executive recommendations that influence priorities and resource allocation.
  • Ensure initiatives align with enterprise priorities and long-term strategic positioning.
  • Identify opportunities for cost savings, efficiencies, scaling, sustainability, and integration across the organization.


Cross-Functional & Matrix Leadership:
  • Coordinate work across internal departments, frontline teams, and subject matter experts.
  • Lead multi-disciplinary matrix teams without direct authority, creating accountability, delivery discipline, shared objectives, and sustained momentum across organizational boundaries.
  • Build alignment across diverse stakeholders, including clinical, operational, digital, and corporate functions.
  • Navigate ambiguity and evolving priorities while maintaining forward momentum.
  • Represent the Product Engineering in internal working groups and enterprise forums

External Partnerships & Ecosystem Engagement:
  • Develop and manage partnerships with external organizations, funders, innovators, academic institutions, and community organizations.
  • Support negotiation of partnership scopes, deliverables, and collaboration agreements.
  • Represent SE Health in external meetings, events, and knowledge exchange forums.
  • Monitor sector trends, emerging evidence, and best practices relevant to assigned portfolio.
  • Contribute to thought leadership outputs, including reports, presentations, or publications

Innovation, Evaluation & Continuous Improvement:
  • Design and test new models, tools, or approaches in emerging areas.
  • Develop evaluation frameworks, success metrics, and performance dashboards.
  • Analyze qualitative and quantitative data to inform decision-making.
  • Identify lessons learned and recommend adaptations or scaling pathways.
  • Contribute to knowledge translation across the organization

QUALIFICATIONS:
  • Bachelor's degree required. Master's degree preferred (ie Digital Health, Digital Engineering, Information Systems, or related field).
  • Equivalent combination of education and demonstrated capability will be considered.
  • Project/program management education or certification considered an asset, such as PMP, PgMP, PRINCE2, Agile/Scrum, Lean Six Sigma, or equivalent training.
  • Location Requirement: Must be based in Ontario and able to attend meetings at SE Health Markham office as needed
  • Minimum 8-10 years of progressive experience leading complex enterprise programs, transformation initiatives, product portfolios, or strategic initiatives with demonstrated organizational impact.
  • Experience in product, innovation, or digital transformation particularly in areas such as AI, product management, service design, human-centred design, change management, Data Strategy and Governance, or evaluation methods.
  • Experience supporting or leading AI, automation, analytics, or digital innovation initiatives from concept through pilot, evaluation, and scaling.


Additional Skills/Abilities Required:
  • Demonstrated ability to lead initiatives independently in ambiguous or evolving environments.
  • Demonstrated experience influencing and advising executive stakeholders, including Directors, Senior Leaders, and external strategic partners.
  • Experience developing business cases, evaluation plans, or strategic reports.

The total target compensation for this position is $87,000 - $108,000. The compensation offered is determined based on the successful candidate's relevant experience, skills, and competencies, taking into consideration internal equity
