Platinum Technologies is seeking a Program Manager with demonstrated experience leading enterprise IT modernization and sustainment programs within the DoD and Federal Government. Must possess strong leadership, communication, analytical, and stakeholder engagement skills; the ability to quickly learn complex mission environments; and experience coordinating technical SMEs to deliver mission outcomes. The candidate should be capable of translating operational requirements into executable plans, managing program risks and performance, and providing strategic recommendations to government leadership.

What you get to do.
  • Lead end-to-end delivery of privacy information management capabilities, integrating e-discovery tools such as CasePoint, associated workflows, and automation.
  • Design and optimize workflows for:
    • Privacy Impact Assessments (PIAs)
    • System of Records Notices (SORNs)
    • Computer Matching Agreements
    • PII inventory and data flow mapping
    • Breach/incident response tracking
  • Integrate privacy requirements into enterprise systems (e.g., GRC platforms, RMF tools, ticketing systems like ServiceNow)
  • Align privacy processes with Risk Management Framework (RMF) and system authorization workflows
  • Manage data lifecycle governance for PII, including collection, use, sharing, retention, and disposal
  • Develop metrics and dashboards to track privacy program maturity and performance (aligned to capability maturity models)
  • Coordinate with system owners, ISSOs, engineers, and data architects to embed privacy-by-design principles
  • Oversee implementation of NIST 800-53 privacy controls (Appendix J / Rev. 5) within technical environments
  • Support automation of compliance artifacts and reporting (PIAs, SORNs, data calls)
  • Lead cross-functional teams delivering privacy-related system enhancements and integrations
  • Provide technical guidance on privacy risks in cloud, SaaS, and data-sharing environments
  • Support audits and inspections by ensuring traceability between policy, controls, and system implementation


Requirements

Program Leadership & Execution
  • 10+ years of experience managing large-scale federal IT programs supporting DoD or Federal Civilian agencies.
  • Proven ability to lead modernization and sustainment efforts across multiple workstreams, stakeholders, and technical teams.
  • Experience managing program scope, schedule, staffing, risks, deliverables, and customer expectations.
  • Demonstrated success operating in agile, hybrid, and traditional project management environments.
  • Experience managing cloud migration or application modernization efforts.
  • Familiarity with cybersecurity frameworks (RMF, NIST, Zero Trust).
  • Experience supporting programs undergoing organizational or business process transformation.


Team Coordination & SME Integration
  • Proven ability to leverage technical SMEs rather than serve as the sole subject matter expert.
  • Ability to rapidly absorb new mission areas and coordinate specialized teams to produce informed recommendations.
  • Experience managing geographically dispersed and cross-functional teams.


DoD Environment Experience
  • Familiarity with DoD governance processes, acquisition lifecycle, cybersecurity requirements, and IT modernization initiatives.
